The Mayor called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
Presentations
March Emolovee of the month and March/April Team winners
award.
Timothy Bartlett, Public Utilities, was presented the March 2009 Employee of the Month
The March/April 2009 Team Award was presented to the Up to Your Heads in You Know
What Team: Timothy Bartlett, Rick Mishler, and Timothy Roach.
Police Recruits Swearing In
The City Clerk administered the Oath of Officer to three Police Recruits.
One Bay/Regional Visioning Initiative (WSO) - Manny Pumariega, Tampa Bay Regional
Planning Council
Tampa Bay Regional Planning Council (TBRPC) Executive Director Manny Pumariega
provided a PowerPoint presentation and reviewed expectations of housing, employment and
transit in the Tampa Bay area by 2050 and efforts needed for transportation development.
Pinellas County Homeless Intervention - Maureen Freaney, Pinellas County Health & Human
Services

Pinellas County Human & Health Services Bureau Director Maureen Freaney provided a
PowerPoint presentation and reviewed program services and budget allocations for Fiscal Year
2009.
In response to questions, Ms. Freaney said homeless individuals tend to go where the
organized services are. The Strive Program is a 4-week class that helps participants overcome
the barriers of employment. The County will be contacting the Worknet organization for cross
over possibilities. Police Chief Sid Klein said the Police Department opposed taking a police
officer out of patrol just for homeless outreach. The Department received a federal grant a
number of years ago that facilitated homeless outreach training for all officers.
Discussion ensued. It was stated that local cities must be willing to work together better
in addressing the issue.
Project Homeless Connect - Sarah Snyder, Pinellas County Coalition for the Homeless
Pinellas County Coalition for the Homeless Executive Director Sarah Snyder provided a
PowerPoint presentation on homelessness in Pinellas County. Homeless families with children
increased in number during past year. 75-85% of homeless have been in Pinellas County for
more than 5 years but not always homeless. Only 30% are chronic homeless. The Homeless
Prevention Continuum of Services was organized to reduce the number of persons who lose
housing and minimize the length of time people remain homeless. Ms. Snyder said best
practices in homeless services include efforts to re-connect chronic homeless to available
services and provide more supportive housing.
The Council recessed from 10:46 a.m. to 11:46 a.m. to meet as the Community
Redevelopment Agency.
Marine and Aviation
Authorize the execution of a Joint Participation Agreement (JPA) between the City of Clearwater
and the State of Florida Department of Transportation (FDOT) for security items at the
Clearwater Airpark and adopt Resolution 09-11.
FDOT has agreed to provide 100% maximum funding to install new security fencing,
cameras, digital recorders, card readers and signage at the Clearwater Airpark in the amount of
$166,799. Upon execution of the JPA, a mid-year budget amendment will establish capital
project 315-94858, Airpark Security Improvements in the amount of the $166,799.
In response to a question, Marine & Aviation Director Bill Morris said the City would be
obligated to maintain the Airpark open for the useful life of the asset.

City Manager Verbal Reports
Beach Parking Garage Update
Assistant City Manager Rod Irwin said iStar sold the property to an investment group
who was interested in re-visiting the old Lucca proposal. Britt's (Surfstyle) was hoping to
provide clarification this week regarding whether lender would provide funding.
In response to questions, Mr. Irwin said it would cost approximately $22,000 per space
to place a parking garage on the Adam's Mark site. Engineering Director Mike Quillen said the
design-build project would take 12-18 months to complete. The same amount of time was
expected to build a parking garage on the Marina.
