VOLA, Emergency Management Coordinator of the City of Clearwater, hereby certify that as of August 12, 2004 the following conditions create an emergency situation: 1. Hurricane Charley is forecast to be a Category 3 hurricane and have a direct impact on the Tampa Bay area by the afternoon of August 13,2004, including Clearwater; and 2. The entire City of Clearwater is threatened by the wind and rain and attendant disruption of government services, and the coastal areas are threatened by storm surge attendant to the arrival of Hurricane Charley. tJ;1L &/r William C. Vola Emergency Management Coordinator CITY OF CLEARWATER, FLORIDA PROCLAMATION WHEREAS, William C. Vola Emergency Management Coordinator of the City of Clearwater has certified that conditions resulting from Hurricane Charley have created an emergency situation; and WHEREAS, Chapter 15, Code of Ordinances, authorizes certain emergency measures to be taken under emergency conditions; and WHEREAS, a state of emergency must be declared by proclamation to authorize such actions as may be necessary to manage such state of emergency; and WHEREAS, the issuance of Emergency Resolutions is necessary to enable the proper control of and response to the emergency conditions certified above; now, therefore, I, William B. Horne, City Manager of of the City of Clearwater, do hereby proclaim and declare that a state of emergency exists within the City of Clearwater and that all proper and lawful actions necessary to swiftly resolve the emergency and return the community to a condition of normalcy shall be taken. ~~-n: V ~~rized Official .
