I am writing in objection to the proposed changes to the zoning of the property identified
as Lots 1, 2, and 17 Block B, Westover Subdivision (PO Address 303 Pinellas St) and
vacated Pinellas Stright-of--way. That property is adjacent to the Belleair residential area
comprising Ricker Rd, Watkins Rd and Supplee Place.
The existing zoning (R/OG & O) is there to provide a buffer between the high-rise
institutional (I) zoning of Morton Plant Hospital (MPH) and the adjacent Belleair
residential (R) area. The requested zoning change would eliminate this buffer and it
would allow MPH to build their large facilities adjacent to homes, destroying reasonable
home enjoyment and seriously reducing the residential property values.
These buffer zones were established long ago and intended to protect the residential area
from the institutional area, in perpetuity. It is the duty of the Clearwater planning officials
to honor and preserve this buffer protection, even in the face of powerful institutions.
A current example ofmiss-zoning (loss of the buffer) is that MPH was allowed to
construct their large truck terminal and waste disposal dock at the west end of Pinellas

maddening back-up beepers, retying diesel engines and hissing air brakes come and go
there day and night. Tow trucks regularly pick-up and deliver the large waste containers,
noisily dragging them across the pavement. There are regular sharp noise blasts from the
dock loudspeakers, pallet drops, ramps hitting the stops, and at least once a week a
pumping truck comes and makes as much noise as a jet engine for about 45 minutes,
sometimes in the middle of the night. This truck/waste terminal should not have been
located on the boundary with Belleair; it should have been located on the opposite side of
the main building toward the center of the campus.
MPH facilities expansion should be planned eastward toward the open center of their
campus, not toward the edges of their campus where the Belleair homes are located.
