The Chair called the meeting to order at 9:20 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 - Approval of Minutes - December 9, 2008
Member Hughes moved to approve the minutes of the regular Neighborhood and
Affordable Housing Advisory Board meeting of December 9, 2008, as recorded and submitted in
written summation to each board member. The motion was duly seconded and carried
unanimously.
4 - Amendment to the FY 2005-2010 Consolidated Plan and FY 2008-2009 Consolidated Action
Plan to add the East Gateway Neighborhood Revitalization Strategy and East Gateway Facade
Improvement Program
Housing Manager Mike Holmes reviewed amendments to the FY (Fiscal Year) 2005-
2010 Consolidated Plan and FY 2008/09 Consolidated Action Plan that will add the East
Gateway Neighborhood Revitalization Strategy and East Gateway Facade Improvement
Program.

Improvement Program Presentation
Community Development Coordinator Tammy Vrana reviewed the East Gateway
Neighborhood Revitalization Strategy, which is designed to: 1) engage residents, businesses
and other neighborhood interests to create and implement an action program; 2) achieve
neighborhood stability by addressing social, economic, and physical issues that trouble the

area; 3) establish a unique, positive identity that instills neighborhood pride and sense of
ownership; and 4) revitalize the neighborhood to attract reinvestment in private property. The
strategy will coordinate public and private resources to empower low- and moderate-income
residents. The strategy reflects public involvement at neighborhood meetings and was
designed to promote innovative approaches. Program objectives include creation of job training
opportunities. A public hearing on March 5, 2009, follows the comment period now underway.
Ms. Vrana reviewed job-training opportunities that may be considered. Job training will
target East Gateway residents.
Ms. Vrana discussed the East Gateway Façade Improvement Program, designed to
encourage aesthetic improvements of East Gateway commercial properties. The CRA will fund
architectural services, up to $4,000.
6 - City of Clearwater Consolidated Action Plan Timeline
Mr. Holmes reviewed the Consolidated Action Plan Timeline for the remainder of 2009:
1) February 25 – LIHTC applications due; 2) February 27 - Review Committee selection; 3)
March 2 – FY 2009/10 CAP (Consolidated Action Plan) application release; 4) March 5 – City
Council approval of AHAC (Affordable Housing Advisory Committee) recommendations to LHAP
(Local Housing Advisory Program); 5) March 12 – FY 09/10 CAP application meeting; 6) April 3
– FY 09/10 CAP applications due; 7) April 13/15 – present new LHAP 2009-12 to Council; 8)
April 14 – forward binders to NAHAB and TRC (Technical Review Committee); 9) April 24 –
TRC meeting; 10) April 30 - deadline TRC scores re recommended FY 09/10 CAP allocations;
11) May 14 – deadline notice of proposed funding and CAP; 12) May 22 – begin FY 09/10 CAP
public comment period; 13) June 12 – deadline to run FY 09/10 CAP public hearing notices; 14)
June 25 – FY 09/10 CAP public comment period ends; 15) July 13/16 City Council review FY
09/10 CAP; 16) December 17 – City Council review FY 2008/09 CAPER (Consolidated Annual
Performance and Evaluation Report); and 17) December 29 - deadline to submit CAPER to
HUD (Housing & Urban Development).
NAHAB meetings for remainder of 2009: 1) March 10; 2) April 14 – agency presentations
and LHAP; 3) April 17 – bus tour of applicant agencies; 4) May 12 – approve FY 09/10 CAP
recommended allocations, applicant presentations; develop final FY 09/10 CAP; 5) June 9 -
adopt FY 09/10 CAP; 6) July 14; 7) October 13; 8) November 10; and 9) December 8.
7 - Status of Affordable Housing Advisory Committee Update and Amendment to the FY 2006-
2009 Local Housing Assistance Plan
Assistant Economic Development Director Jim Donnelly reviewed AHAC recommended
incentives that will be presented to the City Council on March 5, 2009: 1) expedite processing
approvals of development orders or permits, as defined in S.163.3164 (7) and (8), for affordable
housing projects to a greater degree than other projects; 2) allow flexibility in densities for
affordable housing; 3) reduce parking and setback requirements for affordable housing; 4) allow
flexible lot configurations, including zero-lot-lines, for affordable housing; 5) establish process by
which local government considers, before adoption, policies, procedures, ordinances,
regulations, or plan provisions that increase cost of housing; 6) prepare printed inventory of
locally-owned public lands suitable for affordable housing; and 7) support development near
transportation hubs, and major employment centers, and mixed-use developments. The LHAP
Neighborhood & Affordable Housing 2009-02-10 2
already contains two of these incentives; when approved by Council, the LHAP will be amended
to include the remainder. Two other recommendations regarding impact fees and accessory
dwelling units require additional study. These new incentives will make a difference in the
community.
8 - Rental Housinq Application
Mr. Holmes reported the City had set aside $400,000 of FY 2008-09 and FY 2009-10
HOME Investment Partnerships Program funds to produce affordable rental housing. Only two
projects will be considered for funding; awards will be based upon criteria in the application.
Applications must be submitted by February 25,2009, the City will finalize its decision by March
10, 2009. Awarded projects will qualify for the State low-income housing tax credit program.
9 - Old/New Business
Citizens to be Heard
Barbara Inman, of Habitat for Humanity, thanked the City for its support of the
construction of two South Greenwood neighborhood houses during Super Bowl festivities. She
said Habitat houses now feature improved aesthetics and green building techniques that lower
utility and insurance costs. Due to the large inventory of available homes, Habitat now is also
doing rehabs. Board members thanked Ms. Inman for Habitat's efforts in the community.
