UTILITIES AGREEMENT
This agreerrent between the City of Clea:rwater and U.S. Hane Corporation is made
in order to:
Provide the rrost econanical ID2thod for the City of Clea:rwater to obtain
additional capability of water and sewer facilities in the Countryside
area by sharing the cost of installation of oversized water and sewer
lines, purrp station and force mains by U. S. HOTll2 Corporation.
This agreerrent supersedes all previous agreements between the City of Clearwater
and U.S. Harre Corporation regarding the water and sewer facilities described in
the Exhibits attached to the letter from Post, Buckley, Schuh & Jern.igan dated
March 21, 1980 to the City of Clearwater titled Countryside/U.S. Home Corporation
Cost Reimbursement Data and designated Attachrrent I to this agreement.
The agreement is specifically as follows:
1. The City of Clea:rwater will reimburse U. S. HOTll2 Corporation for over-
sizing the water distribution system in and around the Countryside
Project. The reimburseID2nt will consist of paying the difference be-
tween the cost of the water distribution system that would have been
adequate for the COlIDtryside Project and the cost of the oversized
water distribution system requested by the City of Clearwater. The
costs are defined as payment made for installation of the water dis-
tribution system and do not include expenditures by U. S. Harre for
Engineering, land or easements or contract administration. The differ-
ence in cost is detennined by ID2thods described in Attachrrent 1 and final
measureID2nt of the water main size & length, fittings, excavation and
other work incidental to the installation will be made by Post, Buckley,
Schuh & Jern.igan, Inc. Verification of the measurerrents, if required,
will be at the expense of the City of CleaIWater. The estimated cost
to the City of Clea:rwater for oversized water distribution system des-
cribed in Attachment 1 is $32,772.94. The actual cost will be deter-
mined by measurernent of the corrpleted system.
2. The City of Clea:rwater will reimburse U. S. Harre Corporation for over-
sizing gravity sewer collection system in the Countryside Project. The
rrethod of measurement and detennination of cost will be in accordance
with the procedure outlined in Paragraph 1 above and Attachment 1. The
estimated cost to the City for oversizing gravity sewer collection system
described in Attachrrent 1 is $37,142.10. The actual cost will be deter-
mined by ID2asurerrent of the canpleted system.
In addition to the oversized gravity sewer system described in Attachrrent
1 (with exhibits), U.S. Horre oversized a gravity sewer line fran Land-
mark Drive to the Hermitage pump station site. The details of the work
and definition of the cost differential for the oversized gravity line
are included in a report dated April,1979 prepared by Post, Buckley,
Schuh & Jernigan titled Countryside - Northeast Sanitary Sewer and is
AttachID2nt 2 to this agreerrent. The actual cost to the City of Clear-
water for oversizing the gravity sewer line is $17 ,860.85.
3. . The City of Clearwater will reimburse U. S. Harre Corp:::>ration for over-
sizing the sewerage purrp station to be located on Tract 2 of COlIDtryside
and the associated force main as depicted in Attachrrent 1 rto this agree-
ment. The City of Clearwater will pay the difference between the cost of
the force main that would have been adequate for the Countryside Project
and the cost of the force main requested by the City of Clearwater. The

sewer force main will be accomplished in the same manner as previously
described in paragraphs 1 & 2. The City of Clearwater will pay for
49% of all costs of the pump station installation excluding engineering,
land or contract administration. The sewage pump station and force main
are being designed by Post, Buckley, Schuh & Jernigan and the drawings
must be approved by the City of Clearwater. Contracting procedure will
require sealed bids with a public opening by Post, Buckley, Schuh &
Jernigan Engineers in the presence of a designated City of CleaIWater
official. The estimated cost of the oversized force main to the City
of Clearwater is $40,960.00 and the estimated cost to the City of Clear-
water for the oversized pump station is $117,600.00. Actual cost will
be determined by ID2asurement of the completed system.
The City of Clearwater will pay the aTIOilllts due as determined by this
agreement within 30 days of receipt of invoices for completed }X>rtions
of the oversized water and sewer system described in Attachnentsin
cluding exhibits thereto.
4. u. S. Home agrees to install the oversized water & sewer systems requested
by the City of CleaIWater and described by Attachrrents and exhibits.

Dear Mr. Battle~
As per the results of our meeting of March 18, 1980 concerning
reimbursement costs to be paid by the City of Clearwater to the U.S. Home
Corporation, we are submitting the attached data outlining the procedures
we used to estimate the cost for oversizing the various utilities. As
you know, both oversized water distribution mains and oversized sanitary
sewer facilities have been, or will be, constructed within Countryside
in order to meet the needs of other areas of the City of Clearwater
outside of the boundaries of the Countryside project. The following is
an explanation of the procedures used to determine the cost as well as
the exhibits and attachments to this letter.
WATER DISTRIBUTION SYSTEM
Exhibit 1 - This is a print of a portion of the master water
distribution plan for Countryside. Three areas of concern are
shaded and pertain to water mains constructed with Tract 55 -Unit
1, Tract 56 - Unit 1, Tract 60 of Countryside.
Exhibit 2 - This exhibit contains two tables. Table 1 shows the
method used to compute the additional cost incurred to construct
the oversized water mains, gate valves, fittings, etc. The format
is identical to that used previously by your department during
their analysis of utilities in other areas of Countryside that were
also oversized. Please note that the actual unit prices used for
the 12-inch diameter system was taken directly from the executed
contract for each of the projects. Also, the 8-inch diameter unit
costs from Tract 60, as shown in the executed contract for the
project were used to compute the additional cost for that tract as
well as a basis to proportion the additional cost for the other
tracts. (Copies of the bid forms from the executed contracts are
included with Attachment 1).

Table 2 shows the additional wo~k pertaining to future connections
to Tract 61 of Countryside and the Hermitage project located east
of Tract 60. These items of work were requested by the City of
Clearwater to service the future park site as well as a possible
future interconnection with the existing water mains east of the
present limits of the City of Clearwater, and it is our understanding
that the U.S. Home Corporation will be reimbursed for the entire
amount to construct these utilities. The total reimbursement cost
for the water supply system, as shown on Exhibit 2, is $32,772.94.
Exhibit 3 - This is a set of blue lines of sheet 4, 5 and 8 of the
record drawings for Tract 55 - Unit 1. The portions of the water
distribution system in question are outlined in yellow.
Exhibit 4 - This is a blue line of sheet 9 of the record drawings
for Tract 56 - Unit 1. The portion of the water distribution
system in question is also outlined in yellow.
Exhibit 5 - This is a set of blue lines of sheets 11 and 12 of the
approved construction plans for Tract 60. The portions of the
water distribution system that were oversized are indicated in
yellow. The portions of the system that were added to service
either the future park site or interconnect with 6ther water
distribution systems are shown in red.
SANITARY SEWER SYSTEM
Exhibit 6 - This is a blue line of a portion of the master sanitary
sewer plan for Countryside. The location of the gravity sewer,
force main, and lift station that were oversized to accept flow
from areas outside of Countryside are indicated using various
shading. The gravi~y sewer areas in question areTract 60 - Phase
1, the sanitary sewer along Curlew Road between Countryside Boule-
vard and Landmark Drivet and the sanitary sewer along Curlew Road
to service Tract 90 - Phase 1. Other areas in question are the
force main from Pump Station No. 10 to the existing gravity sanitary
sewer system in Countryside Boulevard and the future Pump Station
No. 10.
Exhibit 7 - This includes a set of forms outlining the unit price,
quantity, etc. used to compute the additional construction cost
incurred to oversize the various portions of the gravity sanitary
sewer system. The unit costs were taken directly from executed
contracts for each of the.areas in question. The total additional
cost incurred to oversize the gravity sanitary sewer systemis
$37,142.10.
Exhibit 8 - This is a set of blue lines of sheets 3 and 4 of the
approved construction plans for Tract 60. The different pay cuts
for the area in question is shown in various colors. It should be

noted that a l2-inch diameter gravity sanitary sewer system would
have been adequate in this area to convey the sewage only generated
within the Countryside project. This was indicated in the report
previously reviewed by the City of Clearwater and Briley Wild &
Associates.
Exhibit 9 - This is a print of sheet 2 of the approved construction
plans pertaining to the sanitary sewer along Curlew Road from
Countryside Boulevard to Landmark Drive. The different pay cuts
are again shown in various colors. It should be noted that the
report mentioned above indicated that a 10-inch diameter gravity
sanitary sewer would be adequate to serve the Countyside area from
manhole 73B to manhole 3 as shown on this exhibit, and that a 12-
inch diameter sanitary sewer would be required downstream of
manhole 3. The pay cuts used to construct the actual system were
also used to estimate the cost that would have been incurred to
construct the smaller diameter system. Also, the entire cost to
construct manhole 73B is attributed to the City of Clearwater since
a manhole had already been constructed at this approximate location
with adequate upstream and downstream connections to serve the
Countryside area.
Exhibit 10 - These are blue lines of sheets 7 and 10 of the
approved construction plans for Tract 90- Phase 1. Again, the pay
cuts for the sanitary sewer are indicated in various colors. It
should be noted that an 8-inch gravity sewer would have been
adequate to service Tract 90 and the cost difference is, therefore,
based on that diameter.
The gravity sanitary sewer mentioned above within Landmark Drive
has already been constructed while the gravity sanitary sewer along
Curlew Road from Countryside Boulevard to Landmark Drive is presently
under construction and the remainder of the sewer along Cu~lew Road to
Tract 90 is under contract and will be constructed within the next
several months.
The two remaining areas in question pertain to the force main from
Pump Station No. 10 to the gravity sewer system in Countryside Boulevard
and Pump Station No. 10 itself. A 12-inch diameter system will be
constructed rather than the 8-inch diameter system required to service
only the Countryside area. The total length of force main is estimated
to be 6,400 lineal feet. The construction plans are being finalized for
the force main and it is anticipated that construction will begin within
60 days. For budgeting purposes, the cost per foot for the 12-inch
diameter system is estimated to be $15.20 and the estimated cost per
lineal foot for the 8-inch diameter system is $8.80. The total' estimated
reimbursement due to the U.S. Home Corporation would, therefore, be
$40,960.

Finally, the estimated construction cost for Pump Station No. 10 is
$240,000. As you know, these plans have been reviewed once by your
department and Briley Wild & Associates and will be submitted for final
'approval shortly. It is our understanding that the City of Clearwater
will pay 49 percent of the actual construction cost, and therefore, for
budgeting purposes this amount is estimated to be $117,600.
The total reimbursement to be paid to the U.S. Home Corporation by
the City of Clearwater for oversizing the sanitary sewer facilities is,
therefore, estimated to be $195,702.10.
For budgeting purposes, we estimate that the total construction
cost to be reimbursed by the City of Clearwater to the U.S. Home Corp-
oration is as follows~

sheets we used to determine lineal footage, construction costs, etc.
