The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 - Approval of Minutes - November 14, 2008
Member Corriveau moved to approve the minutes of the regular Neighborhood and
Affordable Housing Advisory Board meeting of November 14, 2008, as recorded and submitted
in written summation to each board member. The motion was duly seconded and carried
unanimously.
4 - City of Clearwater Consolidated Annual Performance and Evaluation Report
Housing Manager Mike Holmes reviewed the City's CAPER (Consolidated Annual
Performance and Evaluation Report) for FY (Fiscal Year) 2007/08, regarding City efforts to
provide safe and affordable housing. He thanked fund recipients that helped Clearwater meet
its goals and objectives. Due to the economy, numbers were down from last year. In response
to a concern that some goals do not seem achievable in the near term, Mr. Holmes said the
economy was more robust when goals were identified; the City is not penalized if all goals are
not realized.
Member Carbone moved to recommend approval of the City's FY 2007/08 Consolidated
Annual Performance and Evaluation Report. The motion was duly seconded and carried
unanimously.
5 - Status of Affordable Housing Advisory Committee Update

Mr. Holmes reported on staff efforts to reduce the board's size to seven members.
6 - Local Housinq Incentives Strateqy Report Update
Assistant Economic Development Director Jim Donnelly distributed the Local Housing
Incentives Strategy Report update, which now includes an appendix and opening comments.
The report, posted on the City's website, will be presented to the City Council at their next work
session and meeting. Mr. Donnelly thanked board members for their efforts.
7 - Florida's Neiqhborhood Stabilization Proqram Update
Mr. Donnelly discussed funding for Florida's Neighborhood Stabilization Program. Staff
will clarify if the City's plan requires amendments. Funds will not be available from the DCA
(Florida Department of Community Affairs) pool until late March or early April; HUD (Housing &
Urban Development) funds will be distributed earlier. Staff will update the board on the
distribution schedule once it is determined.

Staff will distribute a proposed meeting schedule for 2009.
