01/08/2009 PENSION ADVISORY COMMITTEE MEETING MINUTES CITY OF CLEARWATER January 8, 2009 Present: Tom Jensen Vice-Chair John Schmalzbauer Committee Member Carlen Petersen Councilmember John Doran Committee Member/Councilmember Paul Gibson Committee Member/Councilmember Absent: Nathan Hightower Chair Brian De Witt Committee Member Also Present: Joe Roseto Human Resources Director Patricia O. Sullivan Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 - Approval of Minutes Member Doran moved to approve the minutes of the regular Pension Advisory Committee meeting of December 11, 2008, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 – Employees to be Heard – None. 4 – Action Items: a. Review and Action on Employee Requests for Regular Pensions: 1. Sammie G. Rayner, Customer Service Member Petersen moved to approve the request for a regular pension for Sammie G. Rayner. The motion was duly seconded and carried unanimously. b. Review and Action on Employee Requests to Vest Pensions: 1. Karma A. Killian Karma A. Killian, Engineering, has resigned her position after being employed by the City for more than 10 years. She will qualify to receive her reduced pension beginning October 1, 2017. Member Petersen moved to recommend approval of the request by Karma Killian to vest her pension. The motion was duly seconded Pension Advisory 2009-01-08 1 It was noted that the PAC (Pension Advisory Committee) does not receive retirement information for employees who vest pensions. Human Resources Director Joe Roseto said vested employees submit their entitlement option requests upon reaching their retirement dates. He did not know if submitting that information to the PAC was required. Upon the vote being taken, the motion carried unanimously. c. Approval of New Hires as Plan Members: Member Schmalzbauer moved to accept the following employees into membership in the Pension Plan: Pension Eligible Name, Job Class, & Dept./Div Hire Date Date Elizabeth Renfroe, Police Comm. Hearing date re status of Thomas Stubblefield’s Disability Pension Mr. Roseto requested continuing the hearing to February 12, 2009. Thomas Stubblefield contacted the Pension Plan attorney; an IME (Independent Medical Exam) was scheduled. Concern was expressed that this decision should not be delayed as proof that Mr. Stubblefield is employed as a police officer meets ordinance language requirements, and makes an IME unnecessary. Mr. Roseto said the Pension Plan attorney had recommended an IME to ensure that the City provides due process. Even if the IME finds Mr. Stubblefield is disabled, the PAC can determine he no longer qualifies for a disability pension based on his employment as a Pasco County Sheriff. If his disability pension benefit is discontinued, he could vest his pension. Member Doran moved to continue Item 5a to February 12, 2009. The motion was duly seconded and carried unanimously. 6 – Director’s Report – None.
