HOUSING OPPORTUNITY PLAN PARTICIPATION AGREEMENT
This Participation Agreement establishes coordination and support between the
City of Clearwater and the Tampa Bay Regional Planning Council in adopting and
using the Housing Opportunity Plan. It is recognized that the Regional Housing
Opportunity Plan, local government Housing Assistance Plans and Local Government
Community Development Programs will share common goals, and shall be used jointly
in making decisions concerning the allocation of housing assistance in the region.
The Housing Opportunity Plan represents a common, region-wide strategy which will
address existing assisted housing needs and promote housing opportunities within
the region. The Housing Opportunity Plan shall serve as the basic document for
the distribution of housing assistance within the Tampa Bay Region from October,
1979 to September, 1982. The Regional Planning Council and participating juris-
dictions agree to undertake the roles and responsibilities specified in the Plan
and undertake supportive Community Development activities, including the oppor-
tunity for local review and comment through the A-95 review process.
This mutual agreement to participate and coordinate efforts in housing opportunity
planning is hereby acknowledged by the undersigned, understanding that nothing
contained herein shall financially obligate either party to the other for failure
to perform.

COORDINATION AGREEMENT
For The
REGIONAL HOUSING INITIATIVES PROGRAM
This agreement establishes coordination and support between
the r.i ty of r.l p~ rlATl'I tp'\ and the Tampa Bay Regional Planning
Council ~n the development of a Regional Housing Initiatives Program. It is
recognized that the Housing Initiatives Program will pursue the objectives
set forth in approved local government Community Development Block Grant
Programs and the Regional Housing Opportunity Plan. The Regional Housing
Initiatives Program will assist commUnity development and housing agencies
in the region in carrying out local Housing Assistance Plans and programs
for greater housing choices and mobility for low and moderate income elderly
and families. It is recognized that this technical assistance program will
require frequent interchange of data and information and discussions of
work approaches to eliminate duplication of effort and insure improved
housing opportunities for the region's elderly and low income residents.
This mutual agreement to coordinate efforts of the Regional Housing Initiatives
Program and local government housing programs is acknowledged by the undersigned,
un~erstanding that nothing contained herein shall financially obligate either
party to the other for failure to perform.
