HOUSING OPPORTUNITY PLAN PARTICIPATION AGREEMENT
This Participation Agreement establishes coordination and support between the
City of Clearwater and the Tampa Bay Regional Planning Council in adopting and
using the Housing Opportunity Plan. It is recognized that the Regional Housing
Opportunity Plan, local government Housing Assistance Plans and Local Government
Community Development Programs will share common goals, and shall be used jointly
in making decisions concerning the allocation of housing assistance in the region.
The Housing Opportunity Plan represents a common, region-wide strategy which will
address existing assisted housing needs and promote housing opportunities within
the region. The Housing Opportunity Plan shall serve as the basic document for
the distribution of housing assistance within the Tampa Bay Region from October,
1979 to September, 1982. The Regional Planning Council and participating juris-
dictions agree to undertake the roles and responsibilities specified in the Plan
and undertake supportive Community Development activities, including the oppor-
tunity for local review and comment through the A-95 review process.
This mutual agreement to participate and coordinate efforts in housing opportunity
planning is hereby acknowledged by the undersigned, understanding that nothing
contained herein shall financially obligate either party to the other for failure
to perform.

COORDINATION AGREEMENT
FOR
DEVELOPMENT OF THE HOUSING OPPORTUNITY PLAN
The development of this agreement is to insure coordination and support
between the _~ity of Clearwater and the Tampa Bay Regional Planning
Council's (TBRPC)efforts to develop a Housing Opportunity Plan (HOP) that
is equitable with respect to the allocation of Section 8 Rental Assistance
Funds within the Region. It is recognized that the HOP and HAP local
housing plans share common goals which will require frequent interchange
of data and information, sharing and discussion of work approaches to
eliminate duplication of effort, identification of joint meetings and
other actions necessary to carry out effective mutual coordination and
support.

The HOP shall meet a~ federal requirements ~nd conta~ the following:
· An identifi€ation of participating jurisdictions and those partici-
pating jurisdictions covered by Housi~g Assistance Plans (HAPs).
..
. A summary ?f the methodology used in assessing Regional housing needs.
· A description of the housing opportunities that could respond to
additional funding and the allocation proce~ures to fulfill those
opportunities.
· A plan specifying the type of households to be assisted and type of
housing to be provided by the participating jurisdiction with the
supplemental or bonus allocations.
· The HOP shall not be applicable to the'area until the plan has been
reviewed and/or 'amended and approved by ~~e local jurisdictions and
TBRPC in accord~~ce with federal procedures. This approval shall
follow an agreement which defines ~~e goals and implementing measures
of t.~e HOP.
This mutual agreement to participate and coordinate t.~e efforts to .
