AN 'ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA{
PROPOSING AN AMENDMENT TO ARTICLE IV OF THE CITY
CHARTER; CREATING SECTION 4,06 TO ESTABLISH A DEPARTMENT
TO BE KNOWN AS THE GENERAL ACCOUNTING OFFICE WHOSE
DIRECTOR SHALL REPORT DIRECTLY TO THE CITY COMMISSION;
ESTABLISHING THE POWERS AND DUTIES OF THE GENERAL
ACCOUNTING OFFICE; PROVIDING FOR A SPECIAL ELECTION TO
BE HELD ON NOVEMBER 2, 1993, IN ORDER TO SUBMIT JHE
PROPOSED CITY CHARTER AMENDMENT TO THE VOTERS; PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section I. Article IV of the City Charter is amended by adding Section
4.06 to read as follows: .
ARTICLE IV. CITY CLERK; CITY ATTORNEY;
LEGAL DEPARTMENT; GENERAL ACCOUNTING OFFICE
Sec. 4.45. General Accounting Office.
There shat l be a general accounting off ice, headed by a director of general
accounting, operating under the authority of and responsible to the commission.
The general accounting office shall audit all functions of city government with
regard to performance, productivity, cost of materials and labor, maintenance and
repair of city property and equipment, and appropriateness of use of city
property and equipment.
Section 2. The amendment proposed by this ordinance shall take effect upon
the approval thereof by the voters of the City. A special election for such
purpose shall be conducted on November 2, 1993, and the proposed amendment shall
be deemed approved upon the affirmative vote of a majority of the voters of the
City voting at that time upon the following ballot question:

Ordinance 5386-93 proposes to amend the City Charter to create a new

The General Accounting Office shall audit all functions of city

equipment, and appropriateness of use of city property and

Section 3. This ordinance shall take effect immediately upon adoption,
except that the amendment proposed by Section 1 shall take effect when filed with
the Florida Department of State, if approved by the voters of the City as
provided in Section 2.
