Dear Mr. Stewart:
In accordance with the requirements of the Lease Agreement between
The City of Clearwater, Florida, and The Philadelphia National League
Club, Inc., I am writing this letter to effect the release of the
remaining ten percent (10%) contingency that is being withheld from
the Contractors.
As you know, I made an inspection during my visit to Florida the week
of March 20th and any suggestions I had made to the Engineering Depart-
ment at that time have since been reasonably complied with - with the
possible exception of the problems relating to the "batter1s eye" in
the outfield of the four fields. As you know, it is questionable
whether the Contractor involved has any responsibility at this point
for the difficulties and, in accordance with my understanding that
modifications will be subsequently undertaken by others, it seems
reasonable to make the full release of funds.

plans and specifications and it is therefore recommended
that the final ten percent be released.
