ORDINANCE NO, 1664
AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
AMENDING CHAPTER 2, ADMINISTRATION, OF THE CODE
OF ORDINANCES OF THE CITY OF CLEARWATER, FLORIDA,
1962, TO ESTABLISH A PROCEDURE FOR APPOINTMENT
OF BOARDS BY THE CITY COMMISSION; TO ESTABLISH
MAXIMUM TERMS OF SERVICE, COMPENSATION AND
REASON FOR REMOVAL OF MEMBERS; TO AUTHORIZE
THE CITY COMMISSION TO ESTABLISH NEW BOARDS BY
ORDINANCE; TO ESTABLISH ANNUAL ELECTION OF OFFICERS
BY EACH BOARD AND PROVISIONS FOR BY-LAWS; TO
ESTABLISH THE BEAUTIFICATION COMMITTEE, HISTORICAL
COMMITTEE, LIBRARY BOARD, MARINE ADVISORY BOARD
AND PARKS AND RECREATION BOARD, AND TO SET FORTH
THE POWERS AND DUTIES, MEMBERSHIP AND LENGTH
OF TERM FOR EACH; PROVIDING FOR REPEAL OF ORDI-
NANCES OR PARTS OF ORDINANCES IN CONFLICT HERE-
WITH TO THE EXTENT OF SUCH CONFLICT; PROVIDING
FOR THE SEPARABILITY OF THE PROVISIONS HM EOF;
PROVIDING FOR PROPER NOTICE OF PROPOSED ENACT-
MENT; AND PROVIDING FOR THE EFFECTIVE DATE OF
THIS ORDINANCE,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Chapter 2, Administration, of the Code of Ordinances of
the City of Clearwater, Florida, 1962, is hereby amended by enacting the
following new sections to read as follows:
Section 2-64. Appointments to Boards.
Any person appointed to any board in the City of Clearwater
or any board subsequently established by the City Commission
shall be appointed by the City Commission in the following
manner:
At the second -regular City Commission meeting of each month,
announcement shall be made of vacancies on the various advisory
boards appointed by the Commission. Nominations with brief
resumes shall be made by the Mayor-Commissioner and the
other Commissioners prior to the next regular meeting.
Nominations in writing will be accepted from individuals and
groups. Copies of names shall be distributed. At the first
regular meeting each month the Mayor-Commissioner shall present
his recommendations and appointments will be made by the Commission
to fill vacancies. The members of all advisory boards shall continue
to serve on such board until their successors are appointed.
Persons nominated and not appointed shall be retained on a
list for future consideration if such persons express an interest in
being placed on the list.
Section 2-65. Service on Boards.
No person shall serve more than two (2) consecutive full terms
on any one board, and no person shall serve concurrently on
more than one board.

Section 2-66. Establishment of New Boards.
New boards shall be established by ordinance at the discretion
of the City Commission.
Section 2-67. Compensation.
Board members shall serve without compensation except by
special resolution of the Commission.
Section 2-68. Attendance.
A representative to any board may be removed by the
City Commission for more than three (3) unexcused absences
in any twelve (12) month period.
Section 2-69. Officers and By-Laws.
The boards established in Section 2-70 shall meet annually
for the purpose of electing one of their members as chairman
and electing other such officers as may be necessary. Such
boards shall conduct the first such annual meeting in the calendar
year following the enactment of this ordinance. Each board shall
adopt rules and regulations to govern its proceedings, including
rules and regulations governing attendance, and keep a correct
record thereof.
Section 2-70. Boards.
In addition to the boards specifically provided for as a part of
the Zoning Code, Sign Code, Building Code, Community Relations
Code, Utilities Code, Civil Service Code, and the Clearwater
Housing Authority established pursuant to Chapter 421 of the
Florida Statutes, the following boards are hereby established:

(a) Beautification Committee.
(1) Powers and Duties. The Beautification
Committee is charged with the development of
an overall beautification program for the City of
Clearwater, and shall formulate and encourage
development of beautification and aesthetic enhance-
ment projects, and shall make recommendations to
the City Commission.
(2) Membership. 11 representatives; some being members
of civic or service organizations, and others being
individuals from the community.
(3) Length of Term} Three (3) years; staggered terms.
(b) Historical Committee.
(1) Powers and Duties. The Historical Committee shall
compile historical data, accumulate documents, items
and emblems of historical significance; shall establish
for them a permanent place in the Library; shall attempt
to preserve objects and sites of historical interest in the
City of Clearwater; and shall make recommendations to
the City Commission.

(c) Library Board.
(1) Powers and Duties. The Library Board shall make
recommendations to the City Commission concerning
all matters pertaining to the management and use of ''''• ~ °'`r'''''
the Library, shall have the power to establish and enforce
such rules and regulations governing the privilege of
using the Library by members of the public as they may
deem necessary, and shall accept donations for the

(d) Marine Advisory Board.
(1) Powers and Duties. The Marine Advisory Board shall
initiate studies and make recommendations on all
marine activities of the City to the City Commission.
(2) Membership. 7 members; others may be appointed
in ex-officio capacity in order to obtain technical
expertise unavailable locally.
(3) Length of Term. Three (3) years; staggered terms.
(e) Parks and Recreation Board.
(1) Powers and Duties. The Parks and Recreation Board
shall consult with and advise the City Manager and other
municipal officers regarding the physical condition of,
improvements on, and beautification of the public parks
and playgrounds; shall serve in an advisory capacity in
connection with all public parks, parkways, playgrounds,
athletic fields, bathing beaches, and all other property
owned or controlled by the City and used for public
purposes; shall make recommendations regarding the
development of City property as public parks and play-
grounds; and shall submit reports to the City Commission
regarding their recommendations.
(2) Membership. 9 members.
(3) Length of Term. Three (3) years; staggered terms.
Section 2-70. 1 Staff Members.
The City Manager shall appoint a staff member to serve as an ex-officio
member to each of the advisory boards established by the City Commission.

Section 2. All ordinances or parts of ordinances in conflict herewith
are to the extent of such conflict hereby repealed.
Section 3. Should any part or provision of this ordinance be declared
by a court of competent jurisdiction to be invalid, the same shall not affect
the validity of the ordinance as a whole, or any part thereof other than the
part declared to be invalid.
Section 4. Notice of the proposed enactment of this ordinance has
been properly advertised in a newspaper of general circulation in accordance
with Chapter 166. 041, Florida Statutes.
Section 5. The provisions of this ordinance shall take effect
immediately upon its passage.
