ORDINANCE NO. 1570
AN ORDINANCE OF THE CITY OF CLEARWATER,
FLORIDA, AMENDING CHAPTER 7B, COMMUNITY
RELATIONS, OF THE CODE OF ORDINANCES OF THE
CITY OF CLEARWATER, FLORIDA, 1962, TO DELETE
ALL REFERENCE TO LIAISON ADVISORY COMMITTEE;
TO PROVIDE THAT THE COMMUNITY RELATIONS BOARD
SHALL BE COMPOSED OF ELEVEN CITIZENS OF CLEAR-
WATER, APPOINTED BY THE CITY COMMISSION, TO
SERVE FOR TERMS OF TWO YEARS, WHICH TERMS SHALL
BE SET UP ON AN OVERLAPPING BASIS; PROVIDING THAT
ONE PERSON'S SERVICE ON THE BOARD SHALL BE LIMITED
TO SIX CONSECUTIVE YEARS; PROVIDING FOR THE FILLING
OF VACANCIES ON THE BOARD AND FOR REMOVAL THEREFROM
BY THE CITY COMMISSION AT ANY TIME; PROVIDING FOR
REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH TO THE EXTENT OF SUCH CONFLICT;
PROVIDING FOR THE SEPARABILITY OF THE PROVISIONS
HEREOF; PROVIDING FOR PROPER NOTICE OF PROPOSED
ENACTMENT; AND PROVIDING FOR THE EFFECTIVE
DATE OF THIS ORDINANCE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Chapter 7B, Community Relations, of the Code of Ordinances
of the City of Clearwater, Florida, 1962, is hereby amended by amending
Sections 7B-1, 7B-2, 7B-3, 713-4 and 7B-7; by repealing in full Sections
713=5 and 713..6; and by renumbering Sections 7B-4, 7B-7, 7B-8 and 7B-9,
all to read as follows:

Chapter 7B - COMMUNITY RELATIONS
Section 7B-1. Community Relations Board.-Policy.
Basic to good comm=unity relations in the City of Clearwater,
Florida, is the God-given dignity and worth of man. Our heritage
has provided the moral, ethical and spiritual foundation upon which
civilization is built. Moral and spiritual values intertwined with
secular concern, can unite the ability of all citizens to achieve the
good life, based on universal justice and full opportunity. The
City Commission therefore affirms the necessity of good community
relations between all groups in the City of Clearwater, Florida,
in order to gain continuous growth in the development of a just,
righteous and compassionate society. The City Commission further
affirms that in clearwater, with its population consisting of people
of every race, color, creed, national origin, ancestry, as well as
people of differing educational, social and economic stations, there
is no greater danger to the health, morals, safety and welfare of
the city and its inhabitants than the existence of groups prejudiced against
one another and antagonistic to each other because of these differences.
The City Commission hereby finds and declares that acts of prejudice,
intolerance, bigotry, discrimination and disorder occasioned thereby

menace the institutions and foundations of a free democratic
state. A Community Relations Board is hereby created through
which the City of Clearwater, Florida, officially may encourage
and bring about mutual understanding and respect among all
groups In the City, eliminate prejudice, intolerance, bigotry,
discrimination and disorder occasioned thereby and give effect
to the 'guarantee of equal rights for all assured by the Constitution
and the laws of this State and of the United States of America.
Section 7B-Z. Community Relations Board--Responsibility of
City Manager.
It shall be the responsibility of the City Manager to insure

cooperation and assistance of all administrative agencies of
the City with the Community Relations Board. • providing that

said cooperation is requested through the coordinator and/or .,,.a

Section 7B-3. Community Relations Board--Coordinator.
The City Manager is authorized and directed to employ a
coordinator who shall be an administrative assistant to the
City Manager and such other personnel as may be provided for
in the budget approved by the City Commission and for which
an appropriation has been made. In employing a coordinator,
the City Manager shall consult with and receive recommendations
from the Community Relations Board. It shall be the responsibility
of the coordinator to serve as executive secretary to the Community
Relations Board and to perform such other duties of an
administrative nature as may be assigned by the City Manager.
Section 7B-4. Community Relations Board.
There is hereby created a Community Relations Board of the
City of Clearwater to be composed of eleven (11) citizens of
Clearwater, appointed by the City Commission, to serve for
terms of two (Z) years. Their terms shall be set up on an
overlapping basis and one person's service on the Board shall
be limited to six (6) consecutive years. Vacancies shall be filled
in the same manner as the original appointments for the remainder
of the vacant term. The members shall serve without compensation
and may be removed by the City Commission at any time.
Section 7B-5. Community Relations Board--Officers.
The members of the Community Relations Board shall appoint
their own chairman and secretary, and the Board may promulgate
rules and regulations for the conduct of its meetings and affairs.
The Board shall be further authorized to appoint and fix the membership
of such number of standing and temporary committees as it may find
expedient for the performance of its duties.

? (e) To issue publications and reports of investigations and
research designed to promote goodwill and to minimize
or eliminate prejudice, intolerance, bigotry, discrimination
and disorder occasioned thereby;
(f) To recommend to the mayor, to the City Commission and to
the City Manager programs and courses of action to aid in
carrying out the purposes of this chapter;
(g) To submit an annual report to the mayor and City Commission.
Section 7B'-7. Community Relations Board--Budget.
The Community Relations Board shall submit to the City Commission,
through the City Manager, an annual budget for all proposed
expenditures of the Board, and an appropriation shall be made by the
City Commission in the annual appropriation resolution of the City
for the necessary expenses to carry on and discharge the responsibilities
and obligations of said Board. The Board shall not incur any expense
or cost for which an appropriation has not previously been made.
Section Z. All ordinances or parts of ordinances in conflict herewith
are to the extent of such conflict hereby repealed.
Section 7B-6. Community Relations Board-.Powers and duties.
The powers and duties of the Community Relations Board shall
bef
(a) To work together with Federal, State and City agencies
in developing courses of instruction on techniques for
achieving harmonious intergroup relations within the City
of Clearwater;
(b) To enlist the cooperation of the various racial, religious
and ethnic groups, community organizations, labor
organizations, social, fraternal and benevolent associations,
professional, educational associations, and other groups
in Clearwater, Florida, in programs and campaigns devoted
to eliminating group prejudice, intolerance, bigotry and
discrimination,
(c) To study and make recommendations concerning the
problems of prejudice, intolerance, bigotry and dis-
crimination and disorder occasioned thereby in all or any
fields of human relationship;
(d) To receive and investigate complaints and to initiate its
own review of (1) tensions, prejudice, intolerance, bigotry
and disorder occasioned between racial, religious and
ethnic groups; (2) discrimination against any person, group
of persons, organization or corporation, whether practiced
by private persons, associations, or corporations;

Section 3. Should any part or provision of this ordinance be declared
by a court of competent jurisdiction to be invalid, the same 'ehall not affect
the validity of the ordinance as a whole, or any part thereof other than the
part declared to be invalid.
Section 4. Notice of the proposed enactment of this ordinance has
been properly advertised in a newspaper of general circulation in accordance

with Chapter 166.041, Florida Statutes.
Section S. This ordinance shall become effective immediately upon its
passage.
