BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Chapter 9, relating to Fire Prevention, of the Code of
Ordinances of the City of Clearwater, Florida, 1962, is hereby amended to '
enact a new Section 9-14 to read as follows:
Section 9-14. National Fire Codes--Adopted.
There is hereby adopted by the City of Clearwater, Florida that certain
code known as the National Fire Codes as published by the National Fire Protection
Association, being particularly the 1972-1973 edition thereof and the whole
thereof, together with certain specified fire protection requirements for high-
rise buildings and all new construction which shall prevail wherein there is a
conflict, of which code three (3) copies thereof are now and have been for the
last preceding ten (10) days on file in the office of the City Clerk of the City r ;? t
of Clearwater, and the same are hereby adopted and incorporated by reference
as fully as if set out at length herein as authorized by Section 165. 191, Florida
Statutes, and from the effective date of this ordinance shall take effect,

There are also hereby adopted the following fire protection require-
ments for high-rise buildings (buildings 60 feet or more in height):
1. A fire alarm system shall be installed to transmit an alarm
automatically to the Fire Department that is legally committed to
serve this area in which the building is located, by the most direct
and reliable method approved by a local Fire Department. An annual
maintenance contract certificate from a bonded fire equipment
maintenance company shall be furnished to the Fire Department.
2. An approved automatic fire sprinkler system shall be installed
throughout on all floors where there is public assembly.
3. All public areas shall meet Class A interior finish requirements,
including carpeting, draperies, etc.
4. All emergency systems such as fire alarm, exit and emergency
lighting, fire protection equipment, fire department elevators, etc.
shall be equipped with a standby electrical generating system.
5. All emergency system controls shall be in a room of 2-hour fire
resistive construction with access from the exterior of the building.
6. There shall be adequate paved access to all buildings for Fire
Department equipment to effect rescue and fire-fighting evolutions.
7. An emergency smoke and gas venting system shall be installed
throughout. Tempered glass may be used in lieu of the above.
8. At least half of the required number of units of exit width from upper
floors shall be on the exterior of the building fully enclosed, but
isolated from the main hallway with an approved smoke vestibule.
Thereare also hereby adopted the following fire protection requirements
which shall apply to all new construction, as well as high-rise buildings:
1. All doors in interior corridors, walkways, hallways, exitways,
stairways, etc. shall have approved automatic closers.

3. All wiring for emergency lighting and systems shall be in conduit.
4, In any building having four (4) or more stories above or below the
floor of exit discharge served by elevators, one or more of these
elevators shall be arranged for use by firemen and be equipped with
a voice communication system.
The Fire Prevention Division shall make periodic inspections of all•
buildings or structures and is empowered to issue citations for violations.

requirements for fire protection shall prevail. ,uY
Section Z. Any person who shall violate any of the provisions of this
Code or the fire protection requirements hereby adopted or fail to comply
therewith, or who shall violate or fail to comply with any order made there-
under, or who shall build in violation of any detailed statement of specifications
or plans submitted and approved thereunder, or any certificate or permit issued
thereunder, and from which no appeal has been taken, or who shall fail to comply

with such an order as affirmed or modified by the City Commission or by a court
of competent jurisdiction, within the time fixed therein, shall severally for each
and every such violation and noncompliance respectively, be guilty of a mis-
demeanor, punishable by a fine not exceeding Five Hundred Dollars ($500. 00)
or by imprisonment for a term not exceeding sixty (60). days or by both such
fine and imprisonment. Each day's continuance of any violation of any pro-
visions of said Code or fire protection requirements shall constitute a separate
offense. The imposition of one penalty for any violation shall not excuse the . ......
violation or permit it to continue; and all such persons shall be required to
correct or remedy such violations or defects within a reasonable time,
