I Presently Carlton St. is Myrtle Ave intersection into a railroad track. an unimproved dirt rtad which at the runs less than one (1) block and dead ends A sidewalk would encourage pedestrian traffic between two commercial projects now under construction. There is absolutely no benefit to either premises, since neither is designed to accommodate pedestrian traffic. Both properties have experienced theft and vandal~sm during construc- tion and a sidewalk would increase the probability of these criminal acts in what already is a high crime area. There is absolutely no reason for a pedestrian to be utilizing Carlton Street which dead ends. The sidewalk might further increase the possibility of pedestrian traffic crossing the railroad tracks, at an unauthorized crossing, which is particularly dangerous due to obscured vision by trees and a sharp~ bend in the tracks. Again it has been observed that undisciplined neighborhood children have vandalized the tracks by stackin~ rocks and small bolders on top of the track. Quite frequently they will pick up the rocks and throw them at other children, pedestrians, or the buildings now under construction. In short there is no practical reason why a sidewalk should be required as far as usage , other than usage which would be detrimental to the properties under construction. Director Sidewalk Waiver: Carlton Street January 20, 1986 Interdepartment Correspondence Sheet This request is for a waiver on the south side of Carlton Street between Myrtle Avenue and the railroad tracks. There is only a 20. right-of-way on Carlton Street. A requirement of development of the property to the north is that a 20. wide pavement be installed.
