5. Any person adversely affected by a decision
of Vie 3oard, or any officer, department Iread, board or

ComMission. Such appeal shall be taken by filing written
notice -thereof., in dunlicatc, with the City Clerk within
ten (10) da?rs after the decision of tl.e '3oard. '-"he City
Cleric shall forthwith transr.:i t one cony t1hereof to the Sec-
retary of t'3e hoard, who shall taen f ortInwitti transmit to
the Clerk for the use of the City Cor-nission, all Vie
papers constituting the record upon which the action ap-
