The Meeting was duly called to order by Llayor Savvy, after
which the minutes of the two previous maetings vrere approved as road.
Mr. J. Z. Satterfield, i.ttorney for T. William Iriou appeared
before the Board in regard to securing for Mr. Irion a license to operate
a Took Organ in his p1Ace of business on Cleveland Otreot. Mr. Satter-
field contended that the license charge of $200.00 set by Ordinance #1.65
was unreasonable and unfair, and submitted to the Board a draft of a
new ordinance to take the place of Ordinance #465.
The City Commission being in agreement that the present ordinance
should be changed reauast46 Cit:! Attorney Ralph Richards to drabs an
emendnent to Ordinance #465 said amendment allowing a parson who operates.
,his own business to secure a city license to operate a hook Crean on the
promises for $25.00 provided said parson is the bona fide owner of the
look Organ.
Several persons appealed before the Board to protest any action
the Commission might take in turning over the use of the'Co=unity louse
in the City Park to the Red Cross.
Mr. F. J. Comerford, officer of the fled Cross orgc,nizatioti
reported that the lboal organization was in dire need of a new place of
operations and that the plnou would have to meet aert(iin requirements
of the national organizatiot:, an to sanitation eta. It appeared that
the main pragran of the sled Cross at prevent is the ssakinb of Surgical
BandaEee, and that Clearwater Chapter could not participate in such
'a proEram due to lack of proper meotinE facilities. It appeared that
Ur. Comerford had asked the City UanaCer, Director of Recreation, and the
Chamber of Commerce to help the Red Cross seo%ire a Proper. lncation.

Section 1. j% bureau of Fire Prevention in the Fire
Department of the City of Clearwater is hereby established which
shall be operated under the supervision of the Chief of the Fire
Department.
The Chief of the Fire Department shall designate an
officer (or member) of the Fire Department as Chief of the
Bureau of Fire Prevention, who shall hold this office at the
pleasure of the Chief of the Fire Department.
The Chief of the Fire Department may detail such
other members of the fire department as inspectors as shall
from time to time be necessary.
Section 2. It shall be the duty of the officers of
the Bureau of Fire Prevention to enforce all inns and ordinances
covering the following:
1. The prevention of fires;
2. The storage and use of explosives and flnmmables;
3. The installLtion and maintenance of automatic and
other private fire alarm systems, and fire.extineuish-
ind equipment.
4. The maintenance and reeulation of fire escapes;
5. The means and adequacy of exit in case of fire, from
factories, schools, hotels, lodging houses, asylums,
hospitals, churches, halls, theaters, amphitheaters,
and all other daces in which ntuibers of persons
work, live or eonaregate, from tine to time for
env purpose;
b. The investiEation of the onuse, orCin, and ciroun-
etonoen of fires. They sho11 hkve such other powers

section 3• The Ohief of the tiro Lepartment, Chief of
the nuroau of Fira Prevention or any Inspector may, at all roanon^-
able hours, enter any building; or promises within his jurisdiction
for the purpose of makint; any inspection, or investigation which,
tinder the provisions of this ordinance, he or they muy doom necessary
to be made.
Section 4. The Chief o: the Fire 4epartment, Chief of
the Bureau of Fire Prevention or any Inspector specially duslCnated-
thereto shall inspect, as often as may be necessary, but not loss
than four times a year, all specially hazardous manufacturing; processes,
stordgo or installations of gases, chemicals, oils, explosives and
flammable materials, all interloc fire alarm and automatic sprinkler
systems, and such other hazards or appliances as the Chief of tho.Fire
Department shall designate, and•nhall. uako such orders as may be
,necessary for the enforcement of the la'ns and ordinances povornini; the '
same and for safoiuardinc of life and property from fire.
Section 9. It shall bu the duty of the Chief of the Firu
Department to inspect, or cause to be inspected by the z)urocuIof tiro
Prevention, or by the Fire Department officers and members, as often
as may be necessairyt bpt not loss than twice a year in outlying
districts and four times u year in tLe closely built portions of the.

which is so situated as to endanEer property; or shall find obstructions
to or on fire esospas, stairs,-passag;eV;d;9, door or window, liable to

Section 12. The annual report of the Bureau of. Fire

as the Chief of the elru Department may wish to inclurln therein;

ments to the ordinance which, in his judgment, shell be desirable.
Section 13. All rng'ulations issued by the State Fire
Marshall under authority of Chapter 20,671, Laws of Florida, approved`
June 4th, 1941 and 5ntitled reign Act Rola;tinf. to the Stater Treasurer;"
to Provide for Additional Powers sand +juties of the State Treasurer
as ex-Officio Insurance Commissioner in connection with Fires; to
irovide for Payment of Bxponsos of Administration; to Provide far
Appointment of an .advisory Oommittea; and to RepaKl All Laws in
Conflict Herewith", shall be enforceable by the proper authorities
of this municipality, and the Chief of the Fire Department, or the
Layor, are hereby authorized to perforn within the corporate limits
of this municipality anti duties that =y be imposed upon them by
said law, or in accordance therewith, and to have such assistance
as they may find neeessiiryIfrom other officials of this municipality
in,the discharge of such duties.
section 14. Any and all persons who shall violate any
of the provisions of this ordinance or fail to comply therewith,
or who shall violate or fail to comply with any order or regulation
made.thereunder, or who shall build in violation of any detailed
statement of specifications or plans submitted and approved there-
under, or an;r certificate or permit issued thereunder, shall sever-
ally for each and ever., such violation and noncompliance respective-
ly, forfeit and pay a penalty not to exceed the sun of twenty-five
dollarai. The imposition of one penalty for uny violation of this
ordinance shall not excuse the violation, or permit it to continue;
and all such persons shall be required to correct or remedy such
violations or defects within a reasonable time; and when not other-
wise spedified, each ten days that prohibited conditions are main-
twined shall constitute u separate offense.
The application of the above pantlty shall not be held
to jravent the enforced removal of prohibited conditions.
Section 15. All ordinances and parts of ordinances in-
consistent herwith and hereby repealed.
