Ordinance shall, consist of: the erection or construction of a piping system through which is conveyed or intended to " convey gas for power, heating, or illuminating purposes, including the connection there with of gas fixtures, ranges .. , stoves water heaters and gas engines and all their attach- ments and appurtenances, and the maintenance in good and safe condition of said system and the making of necessary changes and repairs. Applicant : shall sign an agreement for gas service and roooive a receipt ,. for his deposit; deposit shall boar interest at the rate of four percent (4,%) per annum, and shall be returned to-Bother with interest at said rats, upon termination of the agreement. Upon granting an application, the City will furnish a stop cook, meter bar and pressure regulator, which shall be installed by tho applicant in the manner prescribed by the City. In case of violation of the agreement signed by Applicant or of this Ord1nance of the-City shall have the the power to turn off the' gas and romove/meter. SECTION 4. ' .' SECTION 5. In using the table observe the following rules: 1, No service pipe shall be less than 3/411 inches. 2, where stores and dwellings are eombine4, each apartment must be piped separately. 3. No risers'ahall'be less than 3/4 inches, 4, No house pipe shall be sass than 3/4 inch. 5. No gas range shall be connected with a smaller pipe than 3/4 inch. 6. Do not run a longer length of any size pipe than the longest length given in the table for that size. For instance, do not run over 20 feet of 3/4 inch pipe in any one run. 7. If the exact number of outlets figured upon cannot be found in the table,, take the next larger numbers For ex- ample, if 12 outlets are required take the next larger number --13. Be If for the number of outlets desired the exact length of pipe earaaiot be found in the table, take the size of pipe that corresponds to the next longer run. 9. Caps must remain on drops and plug in bottom * of riser. Automatic Instantaneous Gas 'later Heaters. SECTION 10. All instantaneous gas water heaters, automatically con- trolled by pressure valve, or thermosta t shall conform to general requirements of 5ection'17, except that they may have pilot lights located entirely within the casing and arranged: for oontinuous burning, and that they may be set with top of burners not less than eight inches (8) above floor; provided that every such heaters shall be set on x sheet of metal mat or pan, and that the walls behind shall be protected by a sheet metal covering to the height of the heater. Y 462 (n) Each rising main shall be run in an inside partition and to a point not less; than 3 feet from location of gas meter, when practicable; provided that no motor shall b8 set less than 3 feet from floor. (b) All pipe shall be properly laid.and fastened to prevent its becoming trapped, and shall be laid, when practicable,above timbers or beams instead of beneath them. When running lines or branches across beams they must be laid within 3 fact of the ends of beams and in no case shall the said pipes be let into the beans more than 2" in depth. No drop or bracket,shall be taken from an ell; it must be taken from a T-fitting and the pipe must be run not less than a1s longer or to a bearing and be capped and securely fastened on both sides of the tee so as to prevent movement when the fixture is attached. (o) All pipes must be properly graded, and, if practicable, sloped toward the risers and meter. A bracket outlet shall be run as a riser gather than as a drop. No split pipe or defect- ive fittings shall be used, and if installed they shall be re- moved whenever discovered. Any repair with cement or lead is prohibited. (d) Any gas pipe laid in a damp . or cold place shall be pro- perly dripped or graded, and painted two. coats of =ed lead and boiled oils or covered with approved felt pipe covering. No gas pipe shall be laid in cement or concrete, unless the pipe or channel in which it is placed is well. covered with tar. I (c) No extension or alteration of any existing systom of gas piping in a building in excess 15 feet in length, and unless. the same is entirely exposed shall be made without reporting the. work to the office of the Inspector of Buildings for in- spection and approval. Extensions shall conform in size to the table of Section S and shall be made where the proper size pipe can be maintained and in no case shall extensions be made ? from smaller pipe. (d) When necessary to out out pipe for extensions or repairs, pipe shall, be again put to-gether with right and left couplings or unions and in no case shall running threads be permitted. SECTION 16. ` Any dealer in gas stoves, gas ranges and gas radiRtors or other .''.'.. gas applianoes, maintalming an established place of business in the City of Clearvrmter may set such gas stoves, gas radiators and gas appliances other than lighting fixtures and connect same with an existing outlet fitting on the gas pipe system, or with an outlet fitting especially inserted by a registered gas fitter, and may run the necessary pipes provided that the individual, firm or corporation shall first declare their ?•.° intention in writing to the City Manager and upon approval thereof, he or they shall register the name and address in a . special registry book to be kept for that purpose, and provided further, that prior to the commencement of any work, he or they shall notify the office of the Inspector of Buildings in writing, of the location and extent of the proposed work and the probable '. date of completion, so that proper Inspection may be made. Any work done by any person, firm or corporation, registered as above provided, or by any employee of such a person, firni or aorpvrati.on, without the same previous written notice, sha.l.l subject the responsible person or the amployes to arrest and prosecution, the same as if no such registry had been made. SECTION 17 Each gas water heater shall be provided with a door through which the gas burner and all of the heating surface shall be exposed for lighting and cleaning and the outer casing or door of the heater shall not be provided with touch holes, ventilation or other apertures through which the burner can be lighted in any manner without opening the door for that purpose. All automatic heaters shall be provided with a flue pipe and approved` cowl or other, approved ventilating device to carry off the fumes, emanating therefrom to the roof of the building in which the heater is installed. Provided that connection may be made to :a chimney flue, but the conneotion must in every case be made above the entering smoke pipe of the stove or furnaces- and no damper shall be placed in any such ventilating flue, but the requirements of this section shall not operate to prevent a flue being connected to the flue of anothar gas hot water heater, or the flue of a gas range. The shuttle on the mixing valve shall be so constructed as to prevent the passibility of disarrangements due to carelessness or expansion or contraction, yet it must be accessible and easily controlled. No heater shall be set closer to the floor than 2t 611 measuring from the top of burner. No gas water heater shall be installed in any room of less than eight hundred cubic feet air space, without special permission of the Building; Inspector. SECTION 18. The Inspector of Buildings shall promptly condemn and order the removal, reconstruction or repairs of any system of gas, piping or portion thereof, which does not conform to those regu- latione. He shall order the necessary repairs to be made when defects are found in any old system of gas piping or applianae E i f 1 ;1 466 = - 11 r 9 f , e ` 11 connsoted t)rorewith, and such repairs shall be promptly made by the responsible party upon the service of notice or order. SECTION 19 Upon the completion of any system of gas piping in a building it shall be promptly reported to the Inspector of Buildings for inspection. The outlets shall be suitable capped and the system tested with air to a pressure equal to a column of mercury six inches high in mercury gauge. This pressure must be maintained fca., such time as will satisfy tho Inspector of Buildings that the work is sound and tight, The plumber must first test the pipe system with his arm apparatus before calling the Inspector of Buildings. The omission of craps will be sufficient reason for refusal to pass inspections. Any second or subsequent inspection will be charged for at the rate of one dollar (01.00) per inspection. No pipe or fitting shall be covered or concealed from view until approved by the Inspector of Buildings. Extensions of gas piping in excess of ten feet and the introduction of gas water heaters, gas logs, gas ranges, gas stoves, and radiators, lighting fixtures and engines and appliances, shall be report- ed and subjected to a visual inspection. SECTION 20. In no case shall gas pipe be filled with water acid or other liquids to test or tighten leaks, but the pipes shall be tested with air pressurs only, and if it is found that water has been used in the pipe it shall be sufficient for the In- spection of Buildings to condemn the whole line of pipe. (a) Where water or other liquid is found in a gas piping system the gas fitters responsible far the work will remove the fluid in the prebssure of the Inspector by such method as may be determined upon /the Inspector of Buildings in each particular case. C a t: . ..pry. •;-?,? .;•.?" ; . ?? 467 - ' 12 (b) No gas fixture shall be hung until the Inspector shall be ?? satisfied that the piping system has been fre©d from any } liquid that may have been used to tighten the same . (c) When the individual hanging the gas f ixture learnes of a violation of this section he shall i=ediately notify the Inspector of Buildings. SECTION 21. } t Gas shall not be turned on in any building until the piping and fixtures have been approved by the Inspector of Buildings, and certificate is issued stating that all the gas fittings work conforms to the gas fitting regulation. SECTION 22. ACCURACY OF 14ETERS (a) In.'case any consumer questions the accuracy of his meter, it shall be tested by the City subject to the following conditions: if the meter is found corwect, the consumer shall pay a charge of two dollars ($2.00) to cover cost of testing. If the meter is found to be glow, the consumer shall pay for gas used but not registered for a back period of two months plus the testing charge of two dollars (02.00); but if the meter is round to be fast, the City shall refund to the consumer the cost of gas registered but not consumed for a back period of two months and will make no change fnr testing. The consumer shall have the right to witness the testing of meters. (b) The City reserves the right to aell gas only through its own meters. SECTION 23. RATES. Gas rates shall be fixed by resolution of the City Commission. SECTION 24. The City . Commiss ion shall have the right to pass and adopt such other and further rules and regulations as it may deem necessary. SECTION 25. Any person or persons, whether ae principal., agent or - employee violating any provision of this ordinance or amendme thereof shall, on conviction thereof in the Municipal Court C the City of Clearvrater,' be punished by a fine not exceeding C hundred {0100.00)or imprisonment not exceeding ninety (90) do or both such fine and Imprisonment in the discretion of the E judge, and each day of duration of such violation may be considered a separate offense. SECTION ?G, All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed; awl all ordinances rules or regulations or parts of ordinances not in oonflioL with this ordinance shall remain in full force and effect.
