AN ORDINANCE TO BE ENTITLED AN ORDINANCE TO PROVIDE
' FOR THE ISSUANCE CV BONDS BY TI'II CITY OF CLEARWATiR,
FLORIDA, TO PROVIDE POR THE PAYMENT OF SAID BONDS
AND T O PRESCRIBE THE PURPOSES FOR ViRICH THE MONEY
ARISING FRO?d THE SALAD CF SAID BONDS SHALL BE EXPENDED.
BE IT ORDAINED BY THE CITY. COUNCIL (F THE CITY OF
CLEARWATER, FLORIDA.

j SECTION 1. That the City Council of the City of Clear-
water, Florida, be and it is authorized hereby to borrow
the sum of Forty-Five Thousand ($45,000.00) Dollars to be
used and expanded as followss to-kit:
_ The sum of Thirty-two Thousand ($32,000.00) Dollars
to be used and expended in paving the streets and in-

stalling storm sewers in said City. '
The sum of Thirteen Thousand($13,000.00),Dollars to be
used for the purpose of installing sanitary sewers in „
said City.
That said sum if approved by tha affirmative vote of ,
three-fifths of the qualified electors voting in the
.-, election to be held as hereinafter provided shall be
" borrowed for the period of thirty years from the tat, day

of November, 1919 and the said Council is hereby author-

said, semi-annually, on the 1st. day of November and the

full period of thirty years after the said lat, day of

SECTION 2. Tor secure the payment of the said sum

to be borrowed as aforesaid, and as provided herein, the ;
said City Council shall issue 45 negotiable coupon Bonds " .
of said City of the denomination of One Thousand Dollars

the United States of America of current weight and fineness, :'•?

in said Bonds. To each of said Bonds shall be attached

' interest coupons of such number and amount an shall be

necessary to pay the interest semi-annually, on the
principal sum of said Bonds at the rate of Five (5) per '
cent per annum until the principal of said Bonds shall
become due. Each of said Bonds shall mature thirty
years from the 1st. day of November, 1919. The interest
coupons attached to said Bonds shall be receivable by the
City of Clearwater, for all taxes or indebtedness due to
said City of every kind, whatsoever.

SECTION 3. The form of said Bonds not in conflict
s witbL this ordinance shall be approved by the City Council,
and each of said Bonds shall be sealed with the corporate
seal of said City of said City of Clearwater; and signed
by the Mayor, countersigned by the President of the City ;
Council and attested by the Clerk thereof. The interest
coupons attached to said Bond shall be signed in like
manner or by fac--simile signature of said officers.
SECTION 4. When said Bond shall have been issued as
herein provided, the said Council is hereby authorized tcAell °
said Bonds at either public or privatd sale for the best
price obtainable therefor. And the proceeds derived from
the sale of said Bonds shall be deposited with the Bond
Trustees of said City, and be used for the purposes
herein expressed.
;. SECTION 5. The Council shall have full control and
direction over the construction and maintainance of the
s't, ,•. '.: streets which may be paved, and the sewer system which
may be laid or installed, and shall have full direction a
and authority over the money derived from the sale of said
Bonds for the purposes aforesaid.

... SECTION 6. A Special Tax shall be assessed, levied r
and collected each year upon all property, botr real and
personal, subject to taxation within the corporate limits

shall be assessed, levied and collected for the purpose
of providing a sinking fund for the payment of said
Bonds at their maturity. The said sinking fund shall be s
deposited with tho Bond Trustee and may be by them
invested as provided by the Charter of the said City.
SECTION 7. The Mayor of the said City shall call a
special election to be held in accordance with the laws,
charter and ordinances of said City, in which said election
f only those persons authorized by the character of the City
of Clearwater to vote in bond elections shall vote in
said election, at which said election it shall be determined
whether the Bands as herein mentioned shall be issued.

Said election shall be held on the 2nd, day of September,
1919, at which time the question of whether Bonds to the
' amount, and for the purposes herein specified shall be
issued and sold by said City, shall be submitted to the

SECTION 8. If threo-fifths of the votes cast at said
election shall be in favor of the issuance of said Bonds,
it shall be the duty of the City Council to issue and sell
said bonds in accordance with this ordinance, but if
three-fifths of said votes cast at said election shall

shall be issued and sold.
SECTION 9. The Council shall, prior to said election,
appoint a Clerk and three inspectors of said election,
Who shall hold said election in accordance with the
Ordinances of said City.
SECTION 10. The poling Place at which said election
shall be hold and the voters shall cast their ballots
shall be the'City Hall in said City.
SECTION 11. All ordinances, or parts of ordinances in
conflict with this ordinance are hereby repealed.
