BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF C LEARWATER , FLORIDA Section 1. That the City Council of the City of Clear- wabr be and it Is hereby authorized to borrow the sum of Thirty-five 4 .,thousand dollars ($35,000.) or such part thereof as shall be approved ' by the affirmative vote of the electors voting at an election to be , call©d as herein provided; the monies arising from the sale of said bonds to be used and expended as follows, to exit:- The sum of Twenty-nine thousad t}7o hundred and fifty 1 dollars ($29,250.) to be used and expended inn street improvements; the sum of Five thousand dollars ($5,000,) to be used and expended in purchasing and installing an incinerating garbage disposal plant; ' the sum of Seven hundred and fifty dollars ($750.) to be used and I ` expended in the extension of the sanitary levier system; and that the G •? z sum of money aforesaid, or such portion thereof as shh11 be approved by the affirmative vote of three-fifth (3/5ths) of the qualified votes in the election to be held an hereinafter provided; shall be • k . borrowed for the period of thirty (30) years from the first day of April , A. D., 1918 and that the said City Council is hereby author- !( fixed to pay interest on the money so borrowed as aforesaid at the Tate of five (5) per cent.,per annum; payable semi-annually on the •' ` first day of October and the first d,at of April in each and every . year thereafter for the full period of thirty (50) years from the first day of April, A. Snid bonds shall be payable in gold coin of the United States of American of current weight and fineness and shall be payable in ouch place or places in the State of Florida , or otherwive, as may be designated in said bonds. Ve each of said bonds shall, be attached interest coupons of such number and amount as shall be necessary to pay interest semi-annually on the principal, sum of each of said bonds at the rate of five (5) per cent. per annum, untill the principal of said bonds shall become due. But said bonds shall each mature thirty sJ` (30) years from the first of April, A. D ., 1918 . The Interest coupons attached to said bonds when due shall be receivable by the City of Clearwater, Slorids for all taxes or indebtedness due the said City of every kind whatsoever. Section 3. The form of said bonds not in conflict with this Ordinance shall be approved by the said City Council by reso- lution and each of said bonds shall be sealed with the seal of the said City of Clearwater and signed by the Mayor and President of the City Council and attested by the City Clerk. The interest coupons ' attached to said bonds shall have engraved or lithographed thereon I the names of the said Mayob, President of the City Council and City Clerk. Section 4. When said bonds shall have been issued, as herein provided, the some shall be delivered to the said City ?'. Council for disposition end ..the City Council is hereby authorized to sell said bonds at either public or private sale for the best price obtainable therefor, provided in no case shall said bonds be sold for less price than ninety (90) per cent. of the face value thereof; and the proceeds arising from the sale of said bonds shall be only deposited with the Bond Trustees of said city and shall be used?for the ;.. :.: purppees herein expressed. Section 5. That a special tax shall be assessed, levied' and collected each year upon all the property both real and personal subject to taxes within the limits of the said City of Clearwater for the payment of the interest upon the bonds; in addition to the tax for the payment of the interest, as aforesaid , upon said bonds, e further tax of such amount as to the City Council may seem proper and necessary, shall be assessed, levied and collected for the purpose of providing a sinking fund for the payment of said bonds, at their maturity. Section 7 . That a special electionis hereby called to be held under the laws and ordinances of the City of Clearwater, to be .Y held on Thursday , the seventh day of February, A. D., 1918, to be participated in by all persons over the age of ttwenty-one years who are tax payers on real property situate within the corporate limits of the said City of Clearwater and who have resided in the City of Clearwater three (31 months of the twelve (12) months preceding said election, to determine whether or not the City Council shall be author- I' f ' ized to issue bonds, as herein provided at which election, the question as to whether bonds to the amount of Twenty-nine thousand and two hundred and fifty dollars ($29,250.) shall be issued acid sold by said City mof Clearwater for street improvements and wheather bonds to the I amount of Five thousand dollars (5,000.) shall be issued dnd sold by said City of Clearwater to install an incinerating plant for gar- 4 , bage disposal and whether bonds to the amount of Seven hundred and f fifty dollars ($788.) for sanitary sewer extenslLon shall be issued ?. and sold by the City of Clearwater; shall be submitted to the voters of said City possessing the qualifications are prescribed herein. A..?k c,4 " a 37 t said election shall be infavor of the issuing of said bonds -for any, either or all of said purposes, then it shall be the duty of the City Council to issue said bonds in accordance with this Ordinance but if more than two-(fifths (2/5ths) of sold votes cast at said election shall be against issuing either any or all of said bondery then no bonds shall be issued except as to those receiving three-fifths (3/5ths) affirmative vote, as eforesedd. Section 9.. For the purpose of conducting and holding salt election, the following named persons be and they are hereby appointed Inspectors, to wit:- Messrs. Frank Schwebel, J.L.Aunspeugh and E. R .
