Section I. The owner, opoi%ator, driver or person in
charge of any vehicle propelled or driven upon any street,
alley or public place in the City of Clearwater, Florida,
" shall conform to and observe the followirig rules of the
road:
Section 2. All vehicles shall keep to the right of
the center of the street. All vehicles meeting shall pass
each other to the right. Any vehicle in overtaking another
shall pass to the left. .,,.
` Section 3. Vehicles being driven on the avenues shall
have the right of way over the vehicles being driven on
streets in the case where two vehicles approach the inter-

Section 5. No vehicle shall stop or stand within
the intersection of any street, or within tvrenty feet of
any street corner, or within twenty feet of the.Fire
Stntion. No vehicle shall stop in any street except that
' the right front and right rear wheal are close to the curb
{
line, except on eighty foot streets, where business houses
are located, then the right front wheel shall be close to
the curb line; and no vehicle shall stop on any street
within fifteen feet of any fire--plug; and no vehicle shall
stop within the lines that may be fixed by the City Council

In no case shall any vehicle remain backed up to the curb ,,.
of a street, except while loading or unloading, unless in
case of emergency. In slovring up or stopping, a signal 3

Section 6. All vehicles moving slcvrly along the
street shall keep as close as possible to the curb line so
as to allow fast moving vehicles f vee passage on the left
hand side.
Section 7. The driver, or any person having charge of
any vehicle before turning the corner of any street, or turn-
ing out before starting from or stopping at a curb-stone line of
any street, shall first see, that there is sufficient space
4 free from vehicles, so that such turn, stop or st€,rt may be
;; .. safely made, and the driver shrill give a plainly visible or ;
audible signal indicating his intention, by raisin; the hand

Section Ba The driver of any vehicle shall stop and
start upon signal from a police officer. The Police
Department, under the direction of the Mayor, shall have
full pourer and be charged with all duties in relation to

the management of the vehicular traffic. Whenever the
Police Department, by and with the advice of the Mayor,
shall deem it advisable for the public safety, or convenience,
to close temporarily any street or parts of streets to
vehicular traffic, or to vehicles of certain descriptions,
'or to divert the traffic thereon, or to divert or direct
the course of pedestrian travel, said department shall have
pourer and authority to do so.
Section 9. It shall be doomed a violation of this
ordinance for any person to hitch onto or got upon or take
passage upon any vehicle which is passing through or upon
any of the streets of this City without the consent of ' the
driver or operator of such vehicle. It shall be unlawful
for any person or persons to ride or drive any vehicle on,
through or over the.streets of the City of Clearwater,
Florida, in a careless or reckless manner so as to endanger

the safety of either themselves or others.
Section 10. The officers and men of the Fire Depart-
ment, with their fire apparatus of every kind, when in the
performance of their duty, all ambulances, and officers and
men and vehicles of the Police Department, shall have the
right, of way through any street at any time when answering
a service call, except over vehicles carrying the United
f' States mail. Any vehicle, on meeting or being overtaken by
fira;`apparatus, shall 'iumediately'draw.near to and parallel
with the curb and stop. Such vehicle, if ovortaken by the

any burning building or fire apparatus while the members of
the Fire Department, with the fire apparatus are engaged in
. extinguishing the flames. It shall also be unlawful for any
person, other than a member of the Fire Department of the t

City'of. Clearwater, to ride upon any of the fire apparatus
of said City when the same is being used in gong to or
coming from a fire.
Section 11. No person shall ride a bicycle or use or
propel any other vehicle, except a baby--carriage or invalid's
rolling chair, upon the aide--vralk of any street which is
paved. It shall bo unlawful f or any person to ride ' a bicycle
on any of the side-vialks of the City of Clearwater on streets
not paved, at a speed of more than eight miles per hour. No
person shall leave in any of the alleys of the City any vragon, '
buggy or vehicle of any description, or any other obstruction.
Section 12. No agent, conductor, engineer or other
employee of a railroad company shall permit any train, car or I
locomotive to stand on or across any street or side-vralk of
the City, except in case of necessity, and then not to exceed

five minutes at a time. No engine or train shall be allowed
to run at a rate of speed exceeding 15 miles per hour

Street or Drevr Avenue, in the City of Cleantater, shall be a1-
lovred to cross such streets with any engine, train or cars
without bringing such engine,.train or cars to a atop on ap-
proaching the intersection of the above named streets vrith
such railroad or street railways, and then procoeding across
the above named streets at a speed not exceeding four miles
per hour; provided, this shall not apply to any railroad or

street railway Which shall provide gates or guards or a flag-
man at. the intersection of the above named streets vrith its

tracks.
Section 13. No hack, dray or other vehicle maintained
for public hire shall use as a place of rendezvous any streets
or avenues in the City, except by permission of the City Coun-
cil, and of the tenants of buildings fronting such street or
avenue at the point desired to be occupied as aforesaid. No
horse, mule or other animal or any vehicle shall be driven
on or allowed to stand on any of the side-vralks of the City;
provided, hovrever, that any person who has no other means of
access to his premises may construct arnd keep in repair a
suitable crossing with safe approaches, and so cross the
side-walk.
5ectlon 14. From and after the passage of this ord-
inance, it shall be unlawful for any person, firm or corpora-
tion to drive or permit to be driven, over the streets or pub-
lic highvrays of the City of Clearrater, Florida, any vragon,
cart, truck or other vehicle loaded vrith sand, brick, crushed
rock or other commodity, unless such vehicle shall be construct-
ed and arranged as to prevent the escape or falling therefrom,
and the depositing and scattering upon said streets of the
materials composing such loads.
Section 15. It shall be unlawful for any person under

owner of such vehicla shall be held rosponsible and subject

Suction 16. It shrill be unlawful for any motor vehicle

the streets of the City unless the same be provided with a
bell, horn or similar alarm; and all pedestrians are cautioned
against crossing any street except at regular crossings.
Section, 170 It shall be unlawful for any person to ?
operate or alloy to be operated upon Cleveland Street between

between Pierce Street and Drew Street, any automobile or other
motor vehicle at a greater gate of' speed 4han eight miles per
hour; and upon any other street or part of street at a greeter
rage of speed than ttirenty miles per hour; and upon the public

Section 16. It shall be unlawful for any circus or
shout vragons weighing over 4 tons gross weiSht:, or any
vragon carrying a loan of over 4 tons gross vreiC,;ht, to be
run over or upon any of the brick paved streets of the City of
Clearwater, Florida.
Section 19. It shell be unlawful for any person to ride

Section 20. No automobile, bicycle, motorcycle or
tiimilrar vehicle shall stand, be driven, or propelled upon any

provided with clear lights carried in some conspicuous place
on the front of the vehicle; and all automobils and aimi.lar
vehicles shall carry a red light in the rear between sunset
- and sunrise, and also carry on the rear of the machine near j

the light, in such position that the number may be read, a t
plate or placard bearing the State register number; and
that inside of the corporate limits all large or regular
' head lights on automobiles., motorcycles or eimilar vehicles, ;
shall be dimmed by the use of a dimmer, shading upper part
' of lamp,, or by other' means. That during the hours that the ;
electric lights. are burning on Cleveland Street, automobiles,
motorcycles or other similar vehicles standing near the curb
may dispense with all lights in front of the machine, but
.. must Iceep the rear red light burning.
Section 21, In case of accident to or collision with
• person or property, upon any of the public streets, avenues
or alleys of the City of Clearwater, Florida, due to the
driving or operation of any vehiclo, the porson so driving
such vehicle shall stop and give such reasonable assistance
as can be given, and shall upon request of the person injured,
or any other person, give such parson his name and address,

Section 23. It shall be the duty of person keeping
and operating public garages, delivery wagons, trucks, etc.,
to keep a copy of those regulations posted in a conspicuous
plaice in their respective places of business.
Section 24. Nothing contained herein or omitted here-
from shall be construed to relieve any person using or

traveling or being on any street for any purpose whatever
from exercising all reLsonable care to avoid and prevent
injury through collision with all other persons and vehicles
Section 25. For the purpose of this ordinance tho-1
following terms, whenever us cad, shall be defined to have and
shall be held to include each of the meanings as hereinafter
respectfully set forth.
Street: Every avenue, boulevard, alley, path, square
place used or laid out for the use of vehicles.
Roadways: That portion of any street which is included
between the curb or curb line thereof and designated for the
use of vehicles.
Vehicles: Every automobile, motor car, motor wagon,
motor truck, carriage, buggy, omnibus, wagon, push cart,
bicycles, motorcycle, and other conveyance (except baby
carriages and invalid's rolling chair) in whatever manner
or by whatever force or power the same may be driven, ridden
or propelled, which is or may be used ro'-or adapted to
pleasure riding or the transportation of baggage or
merchandise and passengers upon the streets, and every
N draft and riding animal shall constitute a vehicle.
Section 26. Any person, firm or corporation, or the
agent, servant or employee of such, who shall violate any
of the ,?prov3.sioris of this ordinance, shall upon conviction,

Section 27. All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
