BE IT ORDAINED BY THE CITY COUNCIL Or THE CITY OH' CLEARWATER,
FLORIDA.
i Section 1. That there is hereby created for the City
of Clearwater the office of"Electrical Inspector' who shall
i
receive such compensation for his services and perform such
f duties and exercise such powers as may be prescribed and con
feared upon him by the ordinances of the City of Clearwater.
Section 2. The Electrical Inspector shall be appointed
by the Mayor by and with the consent of a majority vote
of the' City Council; and he shall hold office for a term of
one year, provided, that the term of office shall expire on
the first Monday after each general election held for the
election of Mayor.
Section 3. The Electrical Inspector shall receive
such fees as may be fixed by this and other ordinances of
the City of Clearwater, and such salary as may be from time
to time fixed by resolution of the City Council.
a Section 4. The Electrical Inspector is hereby authorized,
empowered and directed to regulate and determine the placing
of electric wires or other appliances for electric light, heat
or power in the City of Clearwater, and to 'cause all such wires
or appliances to be so placed, constructed and guarded as not
to cause fires or accidents, endangering life or property.
Section 5. The Electrical Inspector shall have the right in the
discharge of his duties to enter any building, manhole or
subway, or to climb any pole, for the purpose of examining and
testing the electrical appliances therein or-thereon contained.
And for that. purpose. he shall be given prompt access to all
buildings t,, public and private, and. to all manholes, subways or

in charge of same. Whenovor an electric wire or appliance shall be
-defective through improper or innufficient insulation, or for any
other roason, he shall at once cause iho removal of such defect or
defects at the expense of the owners of such wires or appliances.
5 Section 6. No alteration shall be made in the wiring of any

building for light, heat or power, or increase in the load carried
' by such wires, nor shall any building be wired for electric lights,
motor or heating devices without a written permit from the Electrical

Section 7. Upon the completion of the wiring of any building for
light, heat or power, it shall be the duty of the company., firm or
• individual doing the same to notify the Electrical Inspector, who
shall at once inspect such wiring and appliances, and if approved
by him,he shall issue a certificate of satisfactory inspection, which
shall contain the date of such inspectior/and outline of the result
of his examination; but no such certificate shall he issued unless
such electric wiring and appliances be in strict conformity to the
rules and regulations prescribed or required by these ordinances,
nor shall current be turned on such installation until said certificate
be issued.

Section S. All electric construction, all, material and all
appliances used in connection with electrical work, and the operat-

ion of all electrical apparatus within the City of Clearwater shall
conform to the. "Rules and Requirements of the National Board of Fire
Underwriters" for the installation of wiring and apparatus for
electrical purposes as they are now established or may hereafter be
amended; and the said Rules and Regulations are hereby adopted and
approved as a part of this ordinance.
Section 9. Every person, firer or corporation desiring to engage
`.•` in the business of electrical construction and of the installation
of wiring and apparatus for electric light, heat or power in the City
of Clearwater shall, before doing so, obtain a license therefor, the

become effective. Said license shall be issued by the Clay
j Clark after the payment.of the fee above mentioned.
Section 10. It shall be the duty of the Electrical Inspector
to so direct the place of poles and wires in streets, alleys and
public places of the City that the same shall cause as little obs-
truction as possible either to public travel over such thoroughfares
or to the private use and enjoyment of adjacent property. It
shall also be his duty, and he shall have authority, to compel
the removal of unsafe or superfluous poles.
Section 11. Any person or company owning and using any suoh
poles who shall fail or refuse, after five days notice from the
Eleatrioal Inspector, to remove any pole or poles deemed by him
unsuitable, unsafe or improperly located, or the location of which
he shall require to be changed, shall, upon conviction, be punished
as prescribed in Section 20 of this ordinance.
Section 12. she Electrical Inspector shall cause all wires,
except telephone wires, that have not been used for thirty days,
f and which are known as dead wires, to be removed at once at:ithe
f expense of the owners of such wires. All dead wires of telephone
companies shall be detached from the buildings with which they
have been connected.
Section 13. On any poles of any electric light, power, street
railway, telephone or telegraph company used jointly by two or more
such companies, each company shall be allotted a special zone, and
shall confine its wires to that zone. Spaces shall be measured from
the tops of poles downward, and the upmost zone on every pole shall
at all times be reserved for the free use of the City in stringing
its fire alarm or police telegraph wires.
Section 14. The Electrical Inspector shall keep a full and
complete daily record of all work done, permits and licenses,
issued, examinations made, and other official work performed, as
required by this ordinance, and shall make a report thereof to the
City Council on or before the first Monday in June of each year.
Section 16. Whenever builders or persons engaged i}a repairing,

or contractor engaged thereon shall serve the Electrical
Inspector with writton notice twenty-four hours before such
contemplated work is begun, and said Inspector shall have
authority in his discretion to direct the owners of such wires
to remove the same.

' Section 16. Any person, firm or corporation who shall fail
to correct any defect or defeats in his work, after having been
} duly notified for ten days by the Uleotrical Inspector, shall not
receive any further permit until, ny.ch dofeot or defects have been
oorrected; and any vase in which any person shall continue to
or persistently violate the ordinance of the City in regard to
electrical affairs or the orders of the Electrical Inspector
touching the same, the license of such person shall be---forfeited.
Section 17. In/aanle of failure to comply with this Ordinance,
it shall be the duty of the Electrical Inspector, after due notice,
to cut out lights or current in any locality concerned and to
enforce discontinuance of the same until said requirements are
complied with.
Section 18. Any person, firm or corporation, or the agent,
servant or employee of such, desiring to install or construct any
new electrical work in any building within the City of Clearwater,
or who shall desire to alter or repair any electrical work already
installed or constructed in any building in said City, shall first,
file a written application for a permit for such work with tho
Electrical Inspector, such application to state the name of the
owner of the premises where such work is to be done, the location
of the premises, the character of the work to be done, the number
of fixtures to be installed, and the name of the person, firm or
corporation proposing to dothe work. The Inspector shall, issue a
permit therefor, for which he shall benentitled to receive a fee
of twenty-five cents. Far inspecting such electrical work as pro-
vided in this Ordinance, the Electrical Inspector shall receive a
fee of One Dolla'Me0o) for the first drop or fixture installed

under each permit as herein provided, and a fee of Fivetjcents for
..eaoh.additional drop or fixture Installed under such, permit,

which fees shall be paid by tho person making the application for
such permit at the time such application was filed.
Section 19. It shall be the duty of the Electrical Inspeotor
P to file a copy of all applications for permits and a copy of all
permits granted by him with the City Clerk on the first Wednesday
of each and every month.
' Section 20. Any person, firm or corporation, or the agent,
servant or employee of such, who shall violate any of the provisions
of this Ordinance, or refuse to comply with any order of the
, Electrical Inspector given; in pursuance of and by the authority of
this Ordinanoerp andthe Rules embraced therein, shall upon oon?
viation be punished by a fine not exceeding Two Hundred Dollars ,
(4200.40) or by imprisonment in the City Jail or at labor upon
the streets or other public works of the City not exceeding ninety
days,, or by both such fine and imprisonment, at the discretion
of the mayor. i -
Section 21 All ordinances or parts of ordinances in ?
confliot herewith are hereby repealed.
