WHEREAS., there is at the present time outstanding
indebtedness against the City of Clearwater, which is un-
secured and unprovided for, as follows, to-wit:
Dean Alvord, Time Warrants, Harbor Oaks Im-

E. We Parker and John Phillipoff, bal-
ance due on public pier construction,$1,453.67

standing indebtedness by direct and immediate taxation would
entail a vary heavy burden upon the tax payers of said City;

Section 1. For the purpose of providing for the pay-
ment of the unsecured outstanding indebtedness of the
City of Clearwater in the said sum of $16,265.98, the City

Council is hereby authorized to levy a special tax of tyro
mills, and for the purpose of providing for the payment of
E the unsecured outstanding indebtedness of the City of
Clearwater in the said sum of $7,453.67, the City Council i
is hereby authorized to levy a special tax of one mill upon ?.t.
the dollar of the assessed valuation of the real and personal
property in said City of a period of five years, to-wit: :.
for the years 1915, 19160 1917, 1918 and 1919.
Section 2. The Mayor of the City of Clearwater shall
call a spacial election to be held in said City on the 13th
day of July, A. D. 1915, to be participated in only by the
` qualified electors of the City who are tax payers therein, {{
to determine whether or not the City Council shallb) au- :l
thorized to levy the special assessment, as provided in this
ordinance. Said special election shall be held in accord-
ance with the laws and ordinances of the City providing for
the holding of elections. The City Council shall cause to be
provided for use at such election ballots, substantially in .?

Section 3. The City Council shall canvass the re- .;
turns of said spacial election in the mariner now provided
by ordinance for the canvassing of returns of elections .' .''.
and shall declare the result thereof; and if a majority of
the voters voting at said election shall vote in favor of
levying the special tares, as herein provided, then it shall
by the duty of the City Council, as soon as this ordinance
becomes effective, to levy the special taxes, as provided for
in this ordinance, and the same shall be collected by the Tax
Collector at the same time and in the same manner as other
taxes and shall be kept in a separate fund, to be used and ex-
pended solely for the purpose of paying the said outstanding
and unsecured indebtedness,
