WHEREAS, At a special election called and held
in the City of Clea'rwaterp on the ls,t day of June, A.D.
1915, a majority of the voters of said City voting at
said election voted in favor of levying a special tax
for the purpose of purchasing a site for a public library,
and also voted in favor of levying a special tax for the
maintenance of a free public library; and, whereas, the
City Council, by a resolution duly adopted at a regular
meeting on the 2nd day of dune, A. D. 1915, accepted from
the Carnegie Corporation of New York the proffered do-
nation of Ten Thousand Dollars ($10,000.00), for the pur-
pose of constructing a public library building in the City;
therefore,
BE IT ORDAINL'D by the City Council of the City of
Clearwater:

Section 1. That there shall be created and estab-
lished in the City of Clearwater a free public library, to
be kaoan and designated as THE CLEhMATER PUBLIC LIBRARY,
and that there shall be placed and maintained.in the lib-- I ..

Section 2. That the City Council shall each year
at the time of making; up its annual budget,
hereafter .

levy a special tax, sufficient to raise not less than one
Thousand Dollars ($1,000;00) each year, for the purposes of ° '

Section 3. That a Library Board be hereby created and

established as a department of the municipal government

j of the City; said Board to consist of five members, at
least three of whom shall be permanent residents of the
City of Clearwater and one of whom may be a woman and all

of whom shall serve without compensation; that the first

Library Board provided for in this ordinance whall be
composed of the f ollowing members, to-writ: DeLisle Iiagadorn, .a.:
who shall serve until April 1st, 1918, E. P. S. Wright and
Taver Bayly, who shall serve until April 1st, 1917, and Mrs.
Laura E. Aiken and Dixie M. Hollins, who shall serve until
April 1st, 1916; that at the expiration of the term of
office of any one of the members of said Board, as herein
provided, the Mayor shall appoint a successor, who shall
serve for a full term of three years, and in case of a
vacancy occurring on said Board, from any cause, the Mayor
shall appoint a member to fill such vacancy for the unexpir-
ed term; and the Mayor shall have power to remove any member '
of the Library Board for misconduct or neglect of duty.

Section 4. That immediately upon the publication of this i
ordinance, said Board shall organize by electing a President,
a Vice --President and a Secretary, the latter of whom. may or
may not be a member' of said Library Board; that said officers
shall serve until the lst of April, A. D. 1916, and that -
their successors shall be elected at the first regular meet '
i.ng of the Library Board in April, A. D. 1916, and annually

at its first regular meeting in April of each year thereafter.
Section 6. That the said Library Board shall have full
charge, control and management of the Library and shall have
the power to make and enforce such'rules and regulations
governing-the same as they shall, deem best, and ahall have

gifts and bequests to be devoted to the improvemont or
= enlargement of the library, its grounds or equipment;

that the Library Board be author zed and enipowered o re-
ceive and receipt for any and all gifts, donations or ;
bequests of money, books, furnishings, or any other thing
of value, which, together with the maintenance fund pro-
vided by the City, shall be used, managed and controlled
by said Board for the benefit of the Library.
Section 6. That, for the purpose of constructing the
Public Library building, the said Library Board shall be
constituted a Building Committoe, with full power and au-
thority to receive the Carnegie donation and use the same
for the construction of the Library building.
Section 7. That the Library Board shall not at any
time incur any indebtecuzess to exceed the amount to be
raised for the current year, by taxation, for the main-
tenance of the Library; that all orders drawn upon the
Library funds shall be s igmed by the President of the
Board, or, in his absence, by the Vice-President, and attest-
ed by the Secretary of the Board, and countersigned by the
President of the City Cotuicil and the City Clerk and the
seal-of the City affixed thereto; and that the Library Board
shall report quarterly to the City Council on the work and
finances of the Library, such reports being made on the 1st
day of January, April, July and October of each year, and at
other time when required by the City Council.
Section 8. That the President of the Library Board shall
have the power and authority to appoint an Advisory Committee,
to consist of three members, whose duty it shall be from time
to time, or when requested by said Board, to snake such
recommendations as said 'Committee may deem expedient and for
„ the best interest of the Library; and in case of the dis-

of such absent or disabled member of the Board; and that
' the Board shall have the pourer to secure such employees 1
