1301 G/ x.39 1 ORDINANCE NO 130 OF THE TOWN OF CLEARWATER,FLORIDA An Ordinance Entitled , And Ordinance Creating the Office of Plumbing inspector of the Town of Clearwater, Florida, And Providing For The Appointment of Plumbing Inspector, Defining His Duties S F and Providing for His Compensation. To Require Abutting Property i Owners to Connect With the Sewerage System of The Town of 1 , i ! Clearwater , To Regulate Such Connections, To Regulate Plumbing Work and PUmbing Equipment,;" Pipes and Fixtures of ell Buildings Within the Town, To Prohibit the use of Cess Poole, Privys, Privy Vaults, of Other Arrangementd for the Reception of Sewerage on Property Accessible to Sewers in the Town, And to Provide Penalties for Violations of The Provisions of This Ordinance. ' Be it ordained by the Town Council of the Town of Clearwater, Florida: " Section 1. That an office to be known as "Plumbing Inspector" ,. , of the Town of Clearwater is hereby created, and the Mayor of the , Town of Clearwater by and with the consent of the Town Council shall hold the said office until removed for cause or untill a successor shall have been appointed and confirmed. The Plumbing Inspector shall qt{ perform such duties and exercise such powers as may be hereafter provided; and he shall receive as compensation for his services all I moneys collected under the provisions of this ordinance, with the excep- tion of fines imposed and collected gor violations of the provisions of this ordinance. Sec. 2 . It shall be the duty of the Plumbing Inspector to see that all the provisions of this ordinance are complied with and conformed to, and to promptly report all violations thereof to the Town Marshal, or Chief of Police of the Town of Clearwater. Sec. 3. There shall be charged -and collected by the Town Clerk an inspection fee for all new, old or remodeldd plumbing inspected by the Pldmbing Inspector in the Town of Clearwater. The fee for such inspection shall be one dollar for the first fixtures or waste, and I twenty-five cents for next four additional fixture or wastel And ten cents for each additional fixture or waste above fine. The Plumbire,xnspector of the Town of Clearwater is to be the judge of the quality of the material used snd the workmanship p f S performed on all plimbing hereafter installed on set up in the Town of Clearwater. The Plumbing Inspector shall at all times have the right and privilege of entering and inspecting the plimbing and drainage of any premises in the Town, and if the some be found to be in an un- etnStQr7t.ootdition , he shall order in writing the same to be altered to c conform to the provisions of this ordinance and shall serve the said order or a copy thereof upon the owner, agent or occupant of said s i premises, and any person, firm or corporation failing or refusing to make such alterations within a period of thirty days after suc4 notice, shall be deemed .guilty of a violation of this ordinance, and upon con- viction shall be punished as provided in Section 35 of this ordinance.' _•; :, Sec. 5 . Where it is desired to connect old plumbing with the ' town sewers, the plumber contemplating doing such wprk shall notify the Plumbing Inspector, whose duty it shall be to inspect such plumbing and notify the plumber W alterations ait1 be necessary :: .f.`.. ` r.. ; . to place the some in an acceptable condition for conection with the Town sewers. All plumbing work shall be done in a thorough and } workmanlike manner. ,. Sec. 6. When work is ready for inspection a notice must to sent" to the Plumbing Inspector, and all work mVat be left uncovered until inspected and approved. All plumbing work in buildings shall be tested by the plumber in the presence of the Plumbing Inspector, by the water or smoke test, as he may deem best under the circumstances, and to his full satisfaction; and when the work does not stand the test prescribed connection with the Town sewers will not be permitted. ; Sec. 7. Where it is desired to use old sewers to connect with the Town sewersry they must be uncovered for inspection, and if found to be in bad condition, their use will not be permitted. Sec. S. Upon the service of and order or direction , or a copy therof, mare by the Plumbing Inspector of the Town of Clearwater, upon the owner, agent or occupant of such lot or premises, to make connections with the Town setter an herein provided and to fill up end destroy any cess pobl, privy, privy-vault or other arrangements for th e reception of sewerage or foecal matter on said premises, such owner, agent or occupant shall comply with such order or direction within thirty! dgys after such service. All closets, privys, privy-vaults, cess pools, and other arrangements for the reception of sewerage or foecal matter kept or i j maintained on such premises after the expiration of the time specified j in said notice are hereby declared and defined to be public nufsances', and any person, firm or corporation who shall fail or refuse to fill „E up and destroy the same within the time specified in such notice as. i herein provided, shall be deemed guilty of maintaining a nuisance and shall upon conviction be punished so provided in Section 35 of this , Ordinance. Sec. 11. No person, firm or corporation shall proceed with any .portion of any plumbing or sewerage work, extend or alter old or new work,(except necessary repairs) untill they have filed with the Town Clerk an application for a permit, giving a complete description of the plumbing and fixtures to be placed in the building, and the loca- tion of same, the name of the owner and the location of the building.' Each application to be accompanied with the amount of the fee herein E provided for Plumbing Inspection. Sec. 12. No waste or back air pipe shall be tapped into a soil. ? pipe, but shall be inserted with proper fittings. Sec. 13. All joints on lead waste, vent or supply pipes shall be wiped joints properly made. All joints oni. cast iron pipe shall I be packed with oskum and molten lead properly caulked. All lead pipe ' i shall be firmly secured to the wells by means of screws and lead tacks ?. soldered to the pipe not more than three feet apart.: r Sec. 14 All waste pipes from sinks, bath tubs, wash basins wash trays and slop hoppers shall be provided with-brass strainers. , Sec. 15. No wrought ' iron pipe shall be allowed for Boil or waste pipe unless the Durham system of recessed fittings is used. Revents and back air pipes shall be of lead, cast iron or galvanized wrought iron. Sec.16. All soil pipes shall not be leas than four inches inside diameter and shall be continued same size above the roof, as remote from windows as possible. No waste, revent or back air pipes shall be less than one and one-half inches inside diameter, and when of lead shall be of a grade known to the plumbing trade as "Light ". Soil. , waste,and vent pipes in an extension shall be extended one root above eaves of roof of mein building, when otherwise they would open within fifteen feet of a door, window or ventilator of the main house or an adjoining house. ?. Sec. 17. No holes will be allowed to be out in any teat iron, wrought iron or terra cotta pipe for any purpose, which cannot be properly. closed with plugs. Where it is necessary to open a pipe, the broken ' pipe is to be removed and a clean--out put in instead, that it may be accessible for future use. 4 ' .'..' . Sec. 18. Cast iron soil, waste and drain pipes shall connect with terra cotta pipe not less than two feet from building and: not less than ten inches under ground. ' 2 , 7 - See 19. The arrangement of soil, waste, back air end ventilet- 't ing pipes shall be as direct as possible. Every variation in direction in horizontal, soil, waste or drain pipes shall be made Nvith suitable bend,Y-fitting and clean out. offsets in vertical cast iron soil or waste pipes shall be made with eighth bends. Sanitary tees shall be used on vertical cost iron soil and waste pipes, and on horizontal lines a Y and eighth bend shall be used.. Sec. 20. All cost iron soil, waste and revent pipes shall be j! i • properly secured or supporbad'vith wrought iron hooks or hangers, one to each ten feet length of pipe. Sec. 21. Double hub fittings shall not be used on cost iron soil v or waste pipes. See. 22. All horizontal four.-inch cast iron pipe above orbelow the ground shall have Y-fittinga, the placing of these fittings to lef$ to the discreation of the Plumbing Inspector. The Yfe to have four- inch clean outs, and to be placed on the main line not over fifty f feet apart, for the purpose of cleaning the some when stoppage occurs. Two-inch cast iron pipes to have clean-outs placed in them. Y-fittings and clean--outs shall be placed at the bottom of all cast iron stacks. Sec. 24. Each fixture shall be separately trapped as near the i some as possible, and each trap shall be revented by a pipe not less than the size of the trap, except a four-inch trap, when a two-inch ! revent pipe shall be s$fficient. Revent pipes may be run separately or may enter the soil pipe three feet above the floor on which the highest fixture is located. Sec.25 When there is only one syphon closet on a floor, the revent pipe may bbe diispensed with, provided, that all the other fixtures on the same floor are revented, and that there are no closets or fixtures on the floor above. Slop hoppers shall be enamelled iron or porcelain, and shall be provided with tree--wuarter inch grater supply, and four inch waste pipe. Wooden wash tubs or sinks shall not be placed inside buildings. All such placed inside buildings shell be of non-absorbent material. Urinals shall be of enamelled iron or porcelain and the floor and walla of the apartment in which they are placed shall be lined with sheet lead, marble or slate. When of sheet lead, it shall not'he lighter than four pounds to the square foot. t t 1 f Sec . 28. Masts pipes from refrigerator, safes, ice-boxes and beer coolets shall not connect directly with the soil or waste pipes, ; but shall discharge into an open sink properly trapped. Sec 29. All drains connecting with the main sewer in the street shall not be less then Pour-inch cast iron terra cotta pipes. See.32. It shall be the duty of the plumbers and drain layers in the Town of Clearwater , when the.contract is taken by them to connect any building or premises with the Torn Sewers, to begin work under such contract within ten days from the day the permit 1 for 'the same is issued, and to complete the work according to rules ' and regulations herin prescribed in as short a time as may be prect- icable and consistent with through workmanship. Sec. 33. All closets and fixtures shall be on the connection " for the house mentioned in the permit. Sec. 34. No plumbing shall be connected with any sewer in the Town of Clearwater until a certificate of the i,ne,pection of the some has been issued by the Plumbing Inspector. Sec. 35. Any person, firm or corporation violating any of the provisions of this ordinance, shall upon conviction, be punished by a fine not exceeding Two Hundred Dollars or by im- prisoment 0t labor upon the streets or public works of the Town not ' or by both such fine and imprisonment, at the to exceed ninety days , discretion of the Mayor.
