WHEREAS, on March 18, 1982, the City Commission of the City of Clearwater, after proper public notice, held a public hearing on certain proposed changes to the zoning atlas of the City of Clearwater in accordance with procedure as established; and WHEREAS, certain of the proposed changes and amendments to the zoning atlas were approved by the City Commission after its evaluation of all evidence presented at the said public hearing; and WHEREAS, said information, evidence and evaluation included consideration of the following traffic features which bear a valid relationship to the public health, safety and welfare: (1) The existing and projected traffic volumes on U. S. 19 and S. R. 60, the principal arterial highways providing access to the subject property, are substantially above the respective rated capacities that would insure an acceptable level of service; (2) The volume of traffic likely to be generated by the subject property is related to the use of that property and Institute of Traffic Engineers standards indicate office and/or medium density residential use will generate considerably less traffic, based on a comparable amount of space, than will free-standing or strip retail commercial use; (3) The specific location of the subject property includes potentially limiting and hazardous vehicular turning movement and internal circulation features relative to its relationship to the deceleration/ exit lane from U. S. 19 opposite the Druid Road service road connection; and WHEREAS, said information, evidence and evaluation included consideration of the following existing land use features which bear a valid relationship to the public health, safety and welfare: (1) The existing uses of the subject property, including a bank and offices, are permitted uses provided for and consistent with the zoning district proposed to apply to the property; (2) The designation of a zoning and land use category consistent with the present and potential expanded use of the property is consistent with sound planning and zoning principles and City policy as reflected in the adjoining properties classified as part of this City-wide rezoning effort; (3) The area-wide pattern of land use south of Clearwater Mall and east of U. S. 19 is predominantly residential and office in character, with the only exceptions to this pattern represented by those existing, operating commercial establishments, the majority of which are concentrated at a considerable distance to the south; (4) The Residential/ Office Plan classification and corresponding PS zoning district, of which the subject property is a part, serve as a buffer and transitional use between the commercial center at Clearwater Mall, the U.
