ORDINANCE NO. 2447-81
AN ORDINANCE AMENDING THE CITY CHARTER,
ORDINANCE NO. 1630, TO PROVIDE THAT THE
MAYOR-COMMISSIONER AND CITY COMMISSIONERS
SHALL HAVE TERMS OF THREE YEARS; PROVIDING
FOR A REFERENDUM ELECTION RELATING TO SUCH
CHARTER AMENDMENT; PROVIDING FOR PROPER
NOTICE OF PROPOSED ENACTMENT; PROVIDING FOR
PUBLICATION OF NOTICE OF THE ELECTION; AND
PROVIDING FOR THE EFFECTIVE DATE OF THIS
ORDINANCE AFTER APPROVAL AT REFERENDUM.
Section 1. That Section 2.03 of Article II, Legislative, of Ordinance
No. 1830, the Charter of the City of Clearwater, Florida, be and the same is
hereby amended to read as follows:
Section 2. 03. Election and Terms.
All Commissioners, including the Mayor-Commissioner,
shall be elected for terms of twe-(2. three 3 years.
Terms shall overlap, with the Mayor-Commissioner and
two (2) Commissioners elected one year, and the additional
two (2) Commissioners elected the following year. Newly
elected Commissioners shall be sworn in by or at the first
regular meeting in March.
Section 2. (a) A referendum election for the purpose of voting
on the amendment to the Charter contained in Ordinance No. 2447-81 shall
be conducted at the next general municipal election to be conducted on Tuesday,
February 9, 1982.
(b) The question to appear on the referendum ballot at
the next general election shall be as follows:
fj Shall Section 2.03 of Article II, Legislative, of
Ordinance No. 1830, be amended by Ordinance No.
2447-81 to provide that the terms of office of newly
elected Mayor-Commissioner and City Commissioners
shall be for three years?
The electronic voting system shall be so arranged that the voter
may vote "Yes" or "No" with respect to such proposition.
Section 3. Notice of the proposed enactment of this ordinance has
been properly advertised in a newspaper of general circulation in accordance
with Section 166.041, Flor!-la Statutes,

Section 4. If a majority of the votes cast at such election in respect
to such proposition shall be "Yes", such proposition shall be approved.
Section 5. Electronic system ballots shall be used at such election
for absentee voting. The form of ballot to be used in the election for absentee
voters shall be in substantially the form provided in Section 2 above,
,• ' Section 6. This amendment to the' Charter, if approved at referendum,
shall apply to all elections subsequent to the election to be held February
9, 1982.
Section 7. This ordinance shall be published in full at least one time
by the City Clerk as part of the notice of such referendum election, which notice
shall be headed "Notice of Referendum For Charter Amendment. " Notice
of the referendum bond election shall be published in a daily newspaper in
general circulation in the City in the manner provided in Section 100. 342,
Florida Statutes.
Section 8. This ordinance shall become effective immediately upon
ifs final passage, and the amendment to Section 2. 03 of Ordinance No. 1830,
contained in Section 1 of this ordinance, must be approved by a vote of a
majority of the electors voting in a referendum on the issue at the next general
municipal election conducted in the City of Clearwater, Florida, and filed
with the Secretary of State prior to its taking effect.

NOTICE OF REFERENDUM ISSUE FOR CHARTER
AMENDMENT
CITY OF CLEARWATER, FLORIDA
MUNICIPAL REFERENDUM ELECTION '
To Be Held on Tuesday, February 9, 1982, as
Provided by Ordinance No. 2447-B1 of the City
of Clearwater.
Notice is hereby given that a municipal referendum election will
be held in the City of Clearwater, Florida, as part of the regular general
municipal election on Tuesday, February 9, 1982, to determine whether
Section 2.03 of Ordinance No. 1830, the Clearwater City Charter, shall
be. amended to provide that the Mayor-Commissioner and City Commissioners
shall have three year terms shall be approved by a majority of the votes
cast, in the referendum election by the qualified electors in the City of
Clearwater.
As required by Ordinance No. 2447-81 this notice is given by
