ORDINANCE NO. 2416-81
AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
AMENDING CHAPTER 27, TRAVEL, OF THE CODE OF
ORDINANCES, CITY OF CLEARWATER, TO INCREASE
THE PER DIEM ALLOWANCE AND ALLOWANCE FOR
MEALS; TO INCREASE THE ALLOWANCE FOR TRAVEL
WHEN USING A PRIVATE VEHICLE; PROVIDING FOR
THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH; PROVIDING FOR THE SEPARA-
BILITY OF THE PROVISIONS HEREOF; PROVIDING FOR
THE PROPER NOTICE OF PROPOSED ENACTMENT;
AND PROVIDING FOR THE EFFECTIVE DATE OF THIS
ORDINANCE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF CLEARWATER, FLORIDA:
Section 1. That Section 27. 05, Rates of per diem and subsistence
allowance, of Title II, Administration, of Chapter 27, Travel, of the Code
of Ordinances, City of Clearwater, be and the same is hereby amended to
read as follows:
Section 27.05. Rates of per diem and subsistence
allowance.
1. All travelers may be allowed subsistence when
traveling to a convention or conference which may
serve a direct public purpose with relation to the
public agency served by theperson attending such
meeting:
(a) Up to fo tay.de?la s-(, fif dollars ($50. 00)
. per diem, or
(b) Up to the amounts permitted for meals plus actual
expenses for lodging at a single occupancy rate, to
be substantiated by paid bills therefor,
2. Meals only - All travelers may be allowed subsistence
while on Class C travel on official business, up to the
following amounts:
Breakfast $2,40 3.00
Lunch .3,.640- 6.00
Dinner .6,4)0- 12.00

owned vehicles generally, of Title II, Administration, of Chapter 27, Travel,
„ of the Code of Ordinances, City of Clearwater, be and the same is hereby
.amended to read as follows:

(a) The use of privately-owned vehicles for official travel
in lieu of public-owned vehicles or common carrier may
be authorized by the agency head if a public-owned vehicle
is not available. Whenever travel is by privately-owned
vehicle, the traveler shall be entitled to a mileage allowance
at a fixed rate not to exceed aevexteer} tw. enjy cents (-$4: 7.)-
0. 20 er mile or the common carrier fare for such travel,
to be determined by the agency head. Except for the PrU4-
0, 20 per mile, reimbursement for expenditures related to
the operation, maintenance, and ownership of the vehicle shall
not be allowed when privately-owned vehicles are used on
public business.
Section 3. Should any section, paragraph, sentence, phrase, clause,
or other part or provision of this ordinance be declared by any court to
be invalid, the same shall not affect the validity of the ordinance as a whole,
or any part thereof, other than the part declared invalid.
Section 4. All ordinances or parts of ordinances in conflict herewith
or inconcistent. with the provisions of this ordinance are hereby repealed to
the extent of their conflict.
Section a. Notice of the proposed enactment of this ordinance has
been properly advertised in a newspaper of general circulation in accordance
with Section 166.041, Florida Statutes,
Section 6. The provisions of this ordinance shall take effect
immediately upon its passage.
