AMENDING APPENDIX A, ZONING OF THE CODE OF
,.ORDINANCES OF THE CITY OF CLEARWATER, FLORIDA,
1962, TO ENACT A NEW DEFINITION FOR BUILDING
COVERAGE AND FOR IMPERMEABLE LOT COVERAGE;
TO ESTABLISH MAXIMUM BUILDING COVERAGE AND
IMPERMEABLE LOT COVERAGE REGULATIONS FOR
RS-200, RS-100, RS-75, RS-60, RS-50, RM-8, RM-12,
RM-16, RM-20, RM-24, RM-28, CTF-24, CTF-28,
RPD, CPD, MPD, RMH, PS, CSC, CP, CG, CS, ML,
P, AND ISP DISTRICTS; TO CLARIFY SETBACK REGU-
LATIONS AS TO STRUCTURAL OVERHANG FOR ALL
DISTRICTS; PROVIDING FOR THE SEPARABILITY OF
THE PROVISIONS HEREOF; PROVIDING FOR THE REPEAL
OF ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH; PROVIDING FOR PROPER
NOTICE OF PROPOSED ENACTMENT;. AND PROVIDING
FOR THE EFFECTIVE DATE OF THIS ORDINANCE.
WHEREAS, on December 11, 1980, the City Commission of the City
of Clearwater, after proper public notice, held a public hearing on certain

proposed changes to the Zoning Ordinance of the City of Clearwater in
accordance with procedure as established; and
WHEREAS, the City Commission has fully considered the recom-
mendations and report of the Planning and Zoning Board relative to the
certain proposed changes to the Zoning Ordinance; and
WHEREAS, certain of the proposed cha iges -and amendments to the
Zoning Ordinance were approved by the City Commission at its evaluation
of all evidence presented at the said public hearing;
NOW; THEREFORE, BE IT ORDAINED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA:
Section 1. Article II, Definitions, of Appendix A, Zoning, of the
Code of Ordinances of the City of Clearwater, Florida, 1962, is hereby amended
by repealing Subparagraphs (5), Area, building, and (41), Lot Coverage, and
enacting new Subparagraphs (10A) Building Coverage, and (37A) Impermeable
Lot Coverage, to read as follows:

10A) Building Coverage - The area of the lot covered

by the ground floor area of all roofed buildings or
structures on the lot, as measured from the exterior
faces of exterior walls or from the centerline of
walla separating buildings on distinct lots, with
such area expressed as a percentage of the net land
area of the lot.
37A _ Impermeable Lot Coverage - Any permanent installation
on or improvement to the natural earth surface so as to
prevent the absorption of reci itation and surface water
in a natural manner expressed as a percentage of net
land area of the lot computed as follows:
a) Building covexage,..driveways, sidewalks, patios,
pool decks, and stone, shell or gravel surfacing
constructed of or underlaid by impervious materials
shall be construed to be one hundred per cent (100%)
impermeableL and
b Swimming pools, ornamental ponds,' wooden decks,
ungrouted cut-stone or tile walkways, turf block,
installed ravel or shell and similar installations
providing for intermittent or partial permeability

the validity of the ordinance as a whole, or any part thereof other than the
part declared to be invalid.
Section 27. All ordinances or parts of ordinances in conflict herewith
are to the extent of such conflict hereby repealed.
Section 28. Notice of the proposed enactment of this ordinance has
been properly advertised in a newspaper of general circulation in accordance
with Section 166.041, Florida Statutes.
Section 29. The Planning Director is directed to include and set out
and show upon the official zoning atlas of the City of Clearwater the foregoing
amendments as hereinabove set out.
Section 30. The provisions of this ordinance shall take effect
immediately upon its passage.
