AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
RELATING TO THE CLEARWATER PUBLIC LIBRARY; AMENDING
SECTIONS 115.03, 115.21, 115.22, 115.23 AND 115,24, CODE
OF .ORDINANCES, RELATING TO THE POWERS, DUTIES, AND
MEMBERSHIP OF THE CLEARWATER LIBRARY BOARD; DELETING THE
PROVISION THAT CONTRIBUTIONS AND BEQUESTS TO THE LIBRARY
BOARD MAY BE ADMINISTERED BY THE LIBRARY BOARD WITHOUT
THE SUPERVISION OF THE CITY MANAGER AND THE CITY
COMMISSION; PROVIDING THAT ALL OF THE MEMBERS OF THE
LIBRARY BOARD SHALL BE PERMANENT RESIDENTS OF THE CITY;
PROVIDING FOR THE TERMS OF OFFICE, MEETINGS, OFFICERS
AND RULES OF THE BOARD; PROVIDING FOR THE REMOVAL OF ANY
MEMBER BY THE CITY MANAGER FOR NON-ATTENDANCE AT
MEETINGS; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Clearwater Library Board has been assigned certain powers and
duties which are more than advisory in nature, and the Board and the City
Commission desire to redefine the role of the Board as an advisory board, and
to make other amendments as set forth in this ordinance; now therefore
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA.
Section 1. Sections 115.03, 115,21, 115.22, 115.23 and 115.24, Code of
Ordinances, are amended to read:
Sec. 115.03. Income and gifts.

Sec. 115.21. Composition.
The library board shall consist of eleven (11) members, all at least seven
44-} of whom shall be permanent residents of the city.
Sec. 115.22. Terms of office: meetings: officers: rules.
jai The members of the library board shall be appointed by the city
commission to serve for a term pew of three (3) years,, -icestaggered terms
such that not more than four (4 )-terms shall ex ire in an calendar Year. A
member shall serve not more than two 2 consecutive complete terms.
„(,bI The board shall meet monthly from September through May,, and at such
other times as the board may find necessary.
Lcj The board shall select a chairman a d a secretary, and such other
officers as the board may find necessary, from its membership.
J?j The board may adopt such rules of procedure as the board finds
necessary, which shall not be in conflict with Florida law or ordinances of the
city,
Sec. 115.23. Removal.
The city commission shall have the power to remove any member of the
library board for misconduct or neglect of duty. In addition, the city manager
shall have the power to remove _anv_member because of the unexcused absence of
the member from meetin s of the board as provided in Section 22,06.
Sec. 115.24. Powers and duties.
The library board shall make recommendations to the city commission
concerning all matters pertaining to the management and use of the library
