It shall be the objeetive of this guideline. to assure that adequate ser�ire c�.pacity is a�ailable and t3�at utility und drAinage systems nre aQproprtately designed on t�e praposed development site ir► relationship ta the larger systems entering ond lea�ing the site. 5tormweter detention facilities which in .ttie opinion of the cit en ineer would be im ractical or ineffective because of t�e size of the ro ert the s ace available for stormwater detention faeilities soil condltions or other site related cond{tions ma be deisted at the re uest o� the de�elo er u on � ment to the cit of a fee in lieu thereof which shall be used b the cit solel far drainn e im rovements in the draina e basin in which the ro ert is located.
