ORDINANCE NO. 4773-89
AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
RELATING TO TAXICAB RATES; AMENDING SECTION 61.50,
CODE OF ORDINANCES, TO INCREASE THE RATE FOR THE.
FIRST ONE-SIXTII OF A MILE FROM ONE DOLLAR TO ONE
DOLLAR AND FIFTY CENTS; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Clearwater has received a request from Pinellas County
Yellow Cab to increase the rate for the first one-sixth of a mile from $1.00 to $1.50,
'
leaving all other rates unchanged, in order to meet increased operating expenses
Including Increased insurance premiums; and
w3 WHEREAS, the City Manager has examined the reasonableness and necessity for
such change, and has recommended approval of such change as set forth in this
' ordinance; and
P WHEREAS, it is also necessary to amend the Code of Ordinances as set forth
herein to incorporate a rate amendment approved by the City Commission on
February 20, 1986, which rate amendment has already gone into effect; now therefore

OF CLEARWATER, FLORIDA:

"' Section 1. Section 61.507 Code of Ordinances1 is amended to read:
Sec. 61.50. Schedule of rates.
(a) No taxicab company or taxicab operator which regularly does business in
the city or picks up passengers in the city shall charge a greater sum for the use of a
64" taxicab than in accordance with the following rates:
(1) Mileage rates: One dollar and fifty cents ($1.50) Ane deRar 4$1-.404 for the
first one-sixth one-€if h mile, and twenty cents ($0.20) for each additional one-sixth
one fifth mile thereafter. The number of passengers being transported shall not affect
the rate, although no operator transporting a passenger for hire shall permit any other
person to occupy or ride in said taxicab unless the person or persons first employing
the taideab,shall consent to the acceptance of an additional passenger or passengers.
(2) Waiting time: Twenty cents ($0.20) per minute or twelve dollars ($12.00)
per hour. The taximeter clocking device shall be so regulated as to activate the
waiting rate when the taxicab is operated at speeds of twelve (12) miles per hour or
less.
(3) Baggage handling:
a. Twenty-five cents ($0.25) for each full-sized gro eery bag.

b. Twenty-five cents ($0.25) for each full-size suitcase or suit carrier
and fifteen cants ($0.15) for each mid-sized suitcase, compact ease, overnight bag or
similar hand baggage.
c. One dollar ($1.00) for each trunk.
(b) It shall be unlawful for any driver, operator or chauffeur of any meter-
equipped taxicab to charge a fare either greater or less than the fare as registered on
the taximeter.
(c) The maximum rates established by this section shall be first subject to
review six (6) months from the effective date of this chapter. Thereafter, the city
manager may entertain requests for a rate change and, after examining the
reasonableness and necessity for such change, shall present his findings to the city
commission along with a recommendation as to any rate change. Such Inquiry and
recommendation shall be restricted to the subject of the maximum rates and shall not
address or establish a minimum rate for any taxicab business or service.
Section 2. This ordinance shall take effect immediately upon adoption.
