Section 2. Subsection (b) of Section 133.004, Code of Ordinances, is amended to read: f. . Section 133.008. Subdivision construction plan review. (b) Following certification of the preliminary plat, the applicant shall may submit a written request to the city engineer eode-adtm'inifftrater for review and approval of the subdivision construction plans according to the following: (1) The applicant shall submit a minimum of seven (7) copies of the complete subdivision construction plans for distribution by 4 -lire-code-adm4nig4raterwh"ha4 distri?t4e-these-te the city engineer to and other appropriate city departments for review 4n-a44me4y4ash;.en. (4) The city engineer cede-admlttistrater shall require all technical design details to be reviewed and authorized or conditioned by the department head responsible for overseeing the respective design or improvement. (5) If conditions have been placed upon approval of the subdivision construction plans, such conditions shall be resolved to the satisfaction of the city engineer before a final plat is can-be accepted for review. Section 3. Section 133.0095, Code of Ordinances, is created to read: Section 133.0095. Required improvements. Section 5. Subsection (g) of Section 133.015, Code of Ordinances, Is amended to read: Section 133.015. Street Intersection and alignment. A surety bond issued by a surety company authorized to do business in the State of Florida. The surety bond shall include, as a minimum the provisions required above for letters of credit. Section 8. Paragraph (9) of Subsection (d) of Section 136.022, Code of Ordinances, is amended to read: Section 136.022, Parking standards. (d) Design standards. All parking lots shall be designed to meet the following 0 (3) Financial guarantee. Unless all required improvements have been satisfactorily completed, an acne table financial guarantee for required Improvements shall accompany ever lat which is to be recorded to insure the actual satisfactory completion of construction of all required improvements within not more than two (2) years following the date of recording, or one (1) year if sidewalks are the only required Improvement to be completed followin the date of recording. An acceptable financial arantee for required Improvements shall be in an amount not less than the estimated cost of the Improvements, as approved b the city engineer, but may be reduced from time to time In proportion to the work completed, and may take one of the following forms, subject to the approval of the city engineer and the city attorney: a. Cash, to be held in escrow by the city,- or b. An irrevocable letter of credit written b a bank chartered b the State of Florida, or the United States government, or any other state of the United States if the bank is authorized to do business in the State of Florida and acce table to the finance director. (g) Design guidelines for site plan review. It is the purpose and intent of these design guidelines to supplement the standard requirements of the individual land use plan and zoning atlas classifications in a manner that recognizes the need to tailor the land planning process to the unique features of each site, while preserving the right of reasonable use of private property based upon the uses permitted under the land use plan and zoning atlas classifications assigned to the property. The following items shall be given full consideration in the preparation and review of site plans required under this section. Furthermore, before any final site plan is granted approval (whether conditionally or unconditionally), it shall first be established that such plan is consistent with the design guidelines of this section. When it is determined that a final site plan does not satisfactorily comport with one or more, in whole or in part, of any of the deign criteria contained herein, the city shall have the authority to deny the site plan. Design guidelines to be considered shall include, but are not limited to, the following: (1) Plan and code requirements. Site plans shall be consistent and in conformity with all applicable rules and regulations of the city, county, and the state, including but not limited to the following: a. City Charter. b. ' City Code of Ordinances, titles I to XH. c. City comprehensive plan and its constituent elements. d. Other A44seeRaneeus city ordinances, resolutions, policies and administrative directives. e. County planning council plans and regulations. f. Applicable provisions of Florida Statutes and the Administrative Code. It shall be the objective of this guideline to assure compliance with all applicable city, county and state requirements as a minimum criterion for further consideration of a site plan. (4) Streets, drainage Bra4nage 'and utilities. Site plans shall be so designed as to provide for streets, water supply, sewage disposal, refuse collection and surface water retention. Preliminary and final site plans shall be drawn to a minimum scale of one inch equals fifty (50) ene-hundred496) feet on an overall sheet size not to exceed twenty-four (24) by thirty-six (36) inches. When more than one sheet is required, an index sheet of the same size shall be included showing the entire parcel with individual sheet numbers referenced thereon. The property owner's name, address and telephone number, and the designated project applicant or representative and authorization for such representation if other than the property owner. C.
