[1 i`? ? t 1•` ?( •i'•i 'd'e'gk[-el :•r Y, x'.?S r. ??tY a! ?.. •C t`, rv- 1 .-.. 7 Q ORDINANCE NO. 4471-87 AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA, RELATING TO THE PROVISION OF CITY WATER FOR FIRE PRO'T'ECTION SYSTEMS ON PRIVATE PROPERTY; AMENDING SUCTIONS 50.05 and 52.14, CODE OF ORDINANCES, TO ES'T'ABLISH CERTAIN REQUIREMENTS AND TO IMPOSE A MONTHLY STANDBY CHARGE FOR FIRE PROTECTION SYSTEMS; REDUCING THE SURCHARGE FOR SERVICE OUTSIDE THE CITY LIMITS; PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA: Section 1. Subparagraphs c and d of Paragraph (1) of Subsection (e) of Section 50.05, Code 'of Ordinances, as amended by Ordinance 4300-86, are further amended to read: Sec. 50.05. Deposit, fees, service charges and rate schedules. (e) Rates: (1) Water rates. Water rates for all water furnished by the City Utilities Department shall be as follows: C. Standby charges for fire protection systems. For fire hydrants and fire protection sprinkler systems on private property, connected to the City water system, the customer shall pay a monthly standby charge as set forth in the following table: Facility Monthly Charge 1 Fire hydrants, per hydrant $2.50 Fire protection sprinkler systems, based on fire line size, per building: 6 inches or less 2.50 8 inches 4.50 10 inches 7.00 12 inches or larger 10.00 d. Service out of municipal limits: Accounts outside of the corporate limits of the city shall be subject to a surcharge equal to twenty-five (25) thirty- five {86) per cent of the monthly charges. Section 2. Section 52.14, Code of Ordinances, is amended to read: Sec. 52.14. Special fire protection service. Connection to a City water main will be made by the water division and charged for, at cost of material and labor. A detector check with bypass meter backtlow prevent#en deviee; which shams lnelude a leak detee4ng rneterT shall be required for any internal fire protection sprlnWer line. This service shall be used for fire protection only and no connection other than fire hose or sprinklers will be allowed on this service. This service will be made available subject to the approval the water division su erintendent of the plans and specifications for, and the Installation and any subsequent alteration of, the system by the superintendent of the water dfv'ision. All valves on hose connections will be sealed. Valves will be opened only for testing, and in case of fire within the building. The superintendent shall be immediately notified when seals are broken. Failure to give immediate notice of broken seals will be cause for discontinuance of the service, and a meter shall be . installed at the property owner's expense before such service will be resumed. The City shall maintain fire hydrants and water lines located In easements granted to and accepted by the City; all others shall be maintained by the property owner. The City will not be responsible for any damage on account of failure of water supply. Any consumption shown on a bypass meter will be billed at the domestic rate. Section 3. This ordinance shall take effect October 1, 1987, but the monthly standby charges for fire protection systems Imposed by Section 1 shall take effect as of the first day of the first complete billing cycle after October 1, 1987, as to each account subject to the charges.
