ORDINANCE NO. 4279-86
AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
AMENDING SECTION 50.05(c)(4), CITY CODE OF ORDINANCES, TO
INCREASE THE RATES FOR THE COLLECTION OF GARBAGE AND
TRASH; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the current sanitation rates have been effective since October 1,
1985; and
WHEREAS, the Commission's goal of a self-sufficient Sanitation Division has
been largely met; and
WHEREAS, all garbage and trash in Pinellas County must, by Florida Law, be
disposed of at the County's Resource Recovery Facility; and
WHEREAS, the County's dump fee at the Resource Recovery Facility will be
$37.50 per ton compared to the $28.50 per ton rate in Fiscal Year 1986; and
WHEREAS, the increased cost to the City for dump fees alone will exceed
$1,150,000.00, bringing the total cost to more than $3,940,000.00;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF CLEARWATER, FLORIDA:
Section 1. Paragraph (4) of Subsection (e) of Section 50.05, Code of Ordinances,
is amended to read:
Section 50.05. Deposit, fees, service charges and rate schedule.
(e) Rates:
(4) Garbage and trash rates:
a. Monthly charges for twice weekly collection of garbage and and/or
trash In prescribed containers:
1. Single-family and multiple-family dwellings:
I. Curbside pickup: Fourteen dollars and fifteen cents
($14.15) TweWe dollars and thirty cents minimum
for each living unit with no limit on the number of
garbage receptables permitted per unit on manual
pickups. One ninety-gallon container will be provided for
automated service. Additional ninety-gallon containers
will be provided at the discretion of the sanitation
superintendent at the rate of fourteen dollars and fifteen
cents ($14.15) twelve deHars and thirty cents 4 -12A Q per
container. Where routes are automated, automated
service is the only option.
Ii. Side or rear building collection: Twenty-eight dollars and
thirty' cents ($28.30) Twenty-four deRers and sixty cents
4$9468) minimum for each living unit. Manual pickup has
a limit of two (2) garbage receptacles permitted each
unit. A fee of nine dollars and thirty-eight cents ($9.38)

compacted refuse garbage, trash; etc; collected by the' eRy
san#tatlen department shall be paid for at a rate three (3) four
times the regular charge amount 14sted en the €ee shee4 for

C* The charge fee for the collection of loose trash or garbage net
covered 4n prev4otw seetiens shall be one hundred twenty-six dollars

shall be subject to an adjustment for Increases or decreases in the
Pinellas County Dump fee. Increases or decreases will be initiated by
the utilities director and approved by the city manager. Should the
proposed increase to be passed through be other than a uniform

city commission for approval before it becomes effective as a pass

Section 2. This ordinance shall take effect October 1, 1986.
