T,?.... 5:?,<...y..'..:?R .aY!Y,":.i, ....,. _.A::'.;_?i'3::5?. ..... ,_.. ..? cs,.',._m,.'."G??.Rff?[?ff????? _ _ S ORDINANCE NO. 4114-85 hN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA, RELATING TO ELECTIONS; AMENDING SEC'T'IONS 30.01, 30.02, 30.03, 34.05 AND 34.07, CI'T'Y CODE OF ORDINANCES, RELATING TO THE REGULAR CITY ELECTION DATE, RENUMBERING OF SEATS..ON THE-CITY-.COMMISSION, NOTICE FOR SPECIAL AND GENERAL ELEC'T'IONS, DELETING A REFERENCE TO THE CITY CLERK, AND THE LISTING OF CANDIDATES ON THE BALLOT, IN ORDER TO CONFORM THE CODE OF ORDINANCES TO THE CHARTER OF THE CITY AS AMENDED; REPEALING SECTION 35.04, CITY CODE OF ORDINANCES, RELATING TO THE APPOINTMENT OF SPECIAL POLICE OFFICERS TO SERVE AT THE POLLING PLACES; PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA: Section 1. Sections 30.01, 30.02, 30.03, 34.05 and 34.07, City Code of Ordinances, are amended to read: Sec. 30.01. Regular elections. Regular municipal'elections shall be held on the second Tuesday in March February of each year in which the term of any commissioner expires. Sec. 30.02. Method and manner of election. (a) Seats on the City Commission shall be numbered ' f and the candidate receiving the largest number of votes among the candidates for that seat The-one-eandidate-fer-mayor-eemmissiener-and-the twe-{?}-eaadiela?es-€er-ee?nmiseieAer-reeeiviffg-tNe largest-number-of-votes shall be elected. (b) The mayor-commissioner seat shall be number 1, the seats for the terms expirinq•n 1986 shall be numbers 4 and 5, and the seats for the terms expiring in 1987 shall be numbers 2 and 3. (c) The election for seats 4 and 5 shall be held'in 1986 and every third year thereafter, and the election for seats 1, 2 and 3 shall be held in 198 and every third year thereafter. (d) kb? Vacancies occurring on the city commission between regularly scheduled elections shall be ava filled in accordance with the City Charter. Sec. 30.03. Notice of elections. (a) Notice of all special elections shall-be published in a daily newspaper of general circulation in the city in the manner required by Florida law published 4:ts-the-eityv--6ueh-notice-snail-appear-at-least-epee a-weep-€er-five-f54-weeks-immediately-preeedixg-the eleetiea-r Such notice shall state for what purpose the election is to be held and what offices and vacancies if any, are to be filled at such special election in the city, and if the election is for bonding purposes or to negotiate a loan, the amount for which the city is to be bonded or such loans negotiated must be stated. -1-- Ord.' 41.14-85 12/19/85 { -N 7 (b) Notice of all general elections shall be published in a daily newspaper of general- circulation-published in r the city stating the offices and vacancies, if- an to be filled, and such notice shall be published once a week for two (2) weeks immediately preceding the general election. Sec. 34.05. Instruction of election boards. ' Not more than twenty--one (21) days prior to date of an election, the city clerk using representatives • drom the office of the county supervisor of elections shall instruct the election boards who are to serve in the an election, such instructions to relate to each duty assigned the election boards, including and-shall inelsde but not be limited to instruction in the manner of preparing the electronic voting system unit for use and the manner of running a test ballot. The su ervisor of elections eity-elerh shall maintain an attendance report signed by each member of the election boards indicating that each 9;ueh member has attended the instruction session or sessions. Sec. 34.07. Official ballots. Official ballots of the form and description required for use on the electronic voting system unit shall be prepared. All such ballots shall be printed on paper stock of the required weight, form and size, shall be in substantially the form required by Florida law, and be so arranged as to accommodate use of the electronic voting system unit.
