AGREEMENT RE EMERGENCY MEDICAL SERVICES PROGRAM CJ,o 1 I AGREEMENT THIS AGREEMENT, made and entered into this 21st day of January, 1988, by and between the District Board of Trustees of st. Petersburg Junior College, P. O. Box 13489, st. Petersburg, Florida, 33733, hereinafter referred to as the College, and the ~ Flon.l~ (V\V/<'\ c..l ~ ""kTY 'a-~ ),.1\ -'~1 City of Clearwater)FiF0 De~BPt~eAt, ~10 Franklin StreEt, CIE8fw8tEr, flericla, 34616, hereinafter referred to as the Agency, WIT N E SSE T H WHEREAS, the College offers an approved program of study in the field of Emergency Medical Services, and WHEREAS, the College desires that its students obtain the necessary hands-on application of skills learned in the classroom, and ~ WHEREAS, the Agency desires to cooperate with ~he C~~lege ~n implementing the above-stated objective, 4.$ ",~{",{1 ~ t;(, b't: ~) NOW, THEREFORE, in consideration of the mutual promises contained in this Agreement, the Agency and the College by their duly constituted and authorized officers, agree as follows: THAT the students enrolled in the above-named program and the faculty at the College may ride with fire rescue units of the Agency subject to the following mutually agreeable conditions: (1) Neither the College nor the Agency will discriminate in its employment practices or admission of students on the basis of race, color, religion, age, sex, marital status or national origin nor will either discriminate against any qu~lified handicapped individual. (2) The College will provide the Agency with a list of all students and instructors who will be assigned to fire rescue in the Emergency Medical Services Program; (3) The College will be responsible for assuring that the Agency is in receipt, from each student and instructor partici- pating, of a signed release and indemnity agreement. (An example of ~t;fL~t.l,f?Se and indemnity agreement to be provided is attached;t~~stuaent signs the release in triplicate; the original goes to the Agency, one copy is retained in the student's file and the third copy is retained by the student.) (4) The College requires each student or instructor <<) ~ F . '''!, I I (5) The Agency reserves the right to withdraw its permission to allow participation to any student or instructor in particu- lar, or to all students or instructors in the program, if and when it becomes apparent that: (1) the student(s) or instruc- tor(s) are hindering the performance of the emergency medical personnel of the Agency; (2) the student(s) or instructorCs) are jeopardizing the health or safety of the patients or the emer- gency medical personnel; (3) the student(s) or instuctorCs) are not cooperating with the emegency medical personnel; or (4) the student(s) or instructor(s) are subjecting themselves or the Agency's employees to liability for which no insurance has been provided. (6) It is agreed that the student and instructor partici- pants are not and shall not be considered employees of the Agency for any purpose, shall not have any authority on behalf of the Agency, and shall not receive any payment or benefit, monetary or non-monetary, as a result of their participation pursuant to this agreement. It is further understood that inasmuch as such parti- cipants are not employees of the Agency, they shall not be entitled to worker's compensation benefits from the Agency. THIS AGREEMENT shall become effective upon the date of sig- nature of both parties, and shall be automatically renewed from year to year unless either party requests a change or termination thereof. THIS AGREEMENT may be terminated upon the giving of written notice by either party to the other party thirty (30) days before the 1st day of August of any given year, PROVIDED, HOWEVER, such termination shall not become effective as to students already enrolled and participating in the program until they shall have had an opportunity to complete the program at the Agency to meet the course of study requirements for graduation. Any notice required or permitted to be given under this agreement shall be sufficient if in writing and sent by certified mail to either of the parties. PETERSBURG JUNIOR COLLEGE CLINICAL OBJECTIVES FOR PARAMEDIC STUDENTS FIRE RESCUE In order for the student to obtain knowledge of pre-hospita care of ~ the ill/injured person, the role of the Paramedic as a publ c relations representative and the integrated functions of the EMS system, the Paramedic student, under the guidance of the assigned Paramedic, will: J : 1. Assist with the inventory and maintainence of vehicle and equipment used. 1, 2. Evaluate the scene for safety. 3 . Perform a primary and secondary survey on the person(s) involved. I, 4. Select and perform the appropriate treatment including but not limited to: . A. measures defined by the AHA as advanced cardiac life support. B. DOT standards of care. C. standard operating procedures of the agency. 5. Demonstrate the appropriate method of immobilization of the ill/injured person where appropriate. 6. Observe the management of the emotionally disturbed/unruly person. 7. Observe and participate in telemetry and communications. 8 . Observe and assist in the completion of wri tten reports. I.
