AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
AMENDING SECTION 99.04r COMMUNITY RELA'T'IONS BOARD--
CREATION, OF CHAPTER 99, COMMUNI'T'Y RELATIONS, OF
TITLE VIII, PUBLIC HEALTH AND SAFE'T'Y, OF CODE OF
ORDINANCES, CITY OF CLEARWATER, TO PROVIDE THAT-
CITIZENS OF PINELLAS COUNTY MAY ALSO BE APPOIN'T'ED
TO SERVE ON THE BOARD; PROVIDING FOR THE SEPARA-
BILITY OF THE PROVISIONS HEREOF; PROVIDING FOR
THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HERWI'T'H TO THE EXTENT OF SUCH CONFLICT;
PROVIDING FOR PROPER NOTICE OF PROPOSED ENACTMENT;
AND PROVIDING FOR THE EFFECTIVE DATE OF THIS
ORDINANCE.
WHEREAS, on April 19, 1984, the City Commission approved an
inter-local agreement with Pinellas County and the City of St.
Petersburg which established provisions for the protection of human
rights by extending the enforcement area South to Ulmerton Road
for the City of Clearwater, which area encompasses both incorporated
and unincorporated areas; and
WHEREAS, it is in the best interest of all the citizens that
the code be amended to allow.Pinellas County residents as well as
City of Clearwater residents to sit on the Board;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA:

Section,1. That Sub-section (a) of Section 99.04, Community
Relations Board---Creation, of Chapter 99, Community Relations, of
Title VIII, Public Health and Safety, of the Code of Ordinances,
City of Clearwater, be and the same is hereby amended to read as
follows:
Sec. 99.04. Community relations board--Creation.
(a) The community relations board is created to be
composed.of thirteen (13) citizens of the city and
Pinellas County, appointed by the city commission to
serve for terms of three (3) years, Those members
a ointed from outside the corporate limits of the
City of Clearwater, which shall not be more than
(2) in number, shall be chosen from that area of
Pinellas Count over which the City of Clearwater
has 'urisdiction b contract. In addition to minority
representation on such board, the board shall be
chosen.to'assure representation for all ages,-races,
religious beliefs and conditions of employment. There
shall be on'' the board at all times at least one repre-
sentative from each of the following fields: retail
merchandising; management; industrial management; real
estate sales; property leasing; mortgage financing;
and law enforcement. Property leasing shall include
managing rental of apartments, mobile home park lot
leasing and motel management.

Section 2. Should any part or provision of this ordinance
be declared by a court of competent jurisdiction to be invalid, the
same shall not affect the validity of the ordinance as a whole, or
any part thereof other than the part declared to be invalid.
Section 3. 'All ordinances or pa:.ts of ordinances in conflict
herewith are to the extent of such conflict hereby repealed.
Section 4. Notice of the proposed enactment of this ordinance
has been properly advertised in a newspaper of general circulation
in accordance with'Section 166.091, Florida Statutes.
Section 5. The provisions of this ordinance shall take effect
immediately upon its passage.
