The State Civil Defense office requires an annual renewal of the Surplus Property Agent
Certification. The form of this certificate follows that prescribed by the State office of
Civil Defense.
It is my understanding that the disposition of surplus property is only handled by the
State office and any income from disposition of surplus property goes to the account of
the State Civil Defense Account. Actually no property is disposed of (I refer to selling)
only after the property is declared surplus and advertised for sale by the State office.
Other disposition of property includes the purchase of property to be used for replace-
ment parts for like equipment being used by the City and the transfer of property that
has become surplus to the City I S needs to another Civil Defense Agency or back to the
State.
I recommend that the certification be signed.

SURPLUS PROPERTY AGENT CERTIFICATION

City of Clearwater
James B. Edsall is the legally constituted Executive Director of Civil Defense
Mfairs for this City. He is authorized to receive Donable Surplus Property for
Civil Defense purposes in behalf of the City of Clearwater.
Further, he is authorized to execute documents relative to the acquisition, use,
payment for and disposition of surplus property, as may be required.
There is only one other Donee Representative. It was considered necessary to
appoint Charles H. B. Whitehead, Fire Apparatur & Equipment Mechanic, as
the authorized agent in this case.
Alternate Surplus Property Agent, designated below, is authorized to perform
the same duties as stated above.
