The Chair called the meeting to order at 9:03 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
ITEM #3 - Approval of Minutes
Member Smith moved to postpone approval of the minutes of the regular meeting of
February 11, 2003 to the next meeting. The motion was duly seconded and carried
unanimously.
ITEM #4 - Citizens to be Heard -- None.

ITEM #6 - Update on FY03-04 Consolidated Action Plan Application and Schedule
Mr. Carroll- said two weeks ago, the NAHAB participated in a bus tour of randomly
selected subrecipient applicants. Those agencies that were not on the bus tour are here today
to give presentations regarding their agencies and funding requests.

The following gave brief summaries regarding their agencies: 1) YWCA; 2) Community
Pride Child Center of Clearwater; 3) Charity Works, Inc.; 4) Family Resources; 5) LINO
Federation Community Services; 6) Gulf Coast Legal Services; 7) Girls Incorporated; 8)
Clearwater Community Based Development Organization; 9) Gulf Coast Jewish Family
Services; 10) Consumer Credit Counseling Service of Central Florida; 11) Homes for
Independence; 12) Personal Enrichment for Mental Health Services; and 13) The Turning Point.

Mr. Carroll thanked the agencies in attendance. He said information provided in their
presentations helps the Review Committee and NAHAB in their funding allocation review
process.
ITEM #7 - New/Old Business
a. Update - Fulton Apartments & Greenwood Apartments
Mr. Carroll said Fulton Apartments are 85% complete and should be finished within the
next two months. CSF (Community Services Foundation) was the only respondent to the RFP
(Request For Proposal). Mr. Carroll said he is confident that CSF would run the complex in a
professional manner.
Mr. Carroll said the Greenwood Apartments are expected to be complete within the next
month. That project is making a catalytic impact in the neighborhood.

ITEM #9 - Adiournment - Upcoming Meetings
a. April 22; 2003 - Special Meeting
b. May 13, 2003 - Regular Meeting
Mr. Carroll said unless any other business arises, the May 13 meeting is the last
regularly scheduled'NAHAB meeting until September 9.
The Chair thanked everyone for attending today's meeting.
It was remarked that Members Graham and Jefferies terms are ending. Two new
members, Lisa Hughes and John Sabatier will fill those positions and a full board would be in
place by May 1, 2003.
The meeting adjourned at 9:58 a.m.
