The Chair called the meeting to order at 9:05 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
ITEM #3 - Approval of Minutes
Member Smith requested that the minutes of the regular meeting of November 11, 2002,
reflect that Member Peggy Cutkomp is the Chair and that Member Laurel Braswell is the Vice-
Chair. '
Member Graham moved to approve the minutes of the regular meeting of November 11,
2002t as corrected. The motio~ was duly seconded and carried unanimously.
ITEM #4 - Citizens to be Heard
Pat DaleYJ Personal Enrichments for Mental Health Services, thanked the City for its
support. Her organization served 787 people in 2002t 11 % of which were from Clearwater. She
said over 2,000 people have been served at the urgent care mental health walk-in center since
its inception. She apologized for late reporting.
ITEM #5 - Citizens Participation Plan
Assistant Housing Director Howie Carroll said the CDSG (Community Development
Block Grant) program requires a Citizens Participation Plan. Staff has submitted a revision
including an outline of the entire process. The Chair requested that the spetling of her last
name be corrected on the plan document. Mr. Carroll said the plan has not been updated since
the mid 1990's. He said the current process requires a public hearing when more than 50/0 of an
allocation is changed. One of the main revisions of the plan will increase that amount up to 500/0
of the combined CDSG and HOME alloca"tions and make other clarifying and technical
,revisions. These revisions allow staff to implement timelier spending of HUD (Housing and
Urban Development) funds.

Member Smith moved to accept the Citizens Participation Plan as submitted. The
motion was duly seconded and carried unanimously.
ITEM #6 - FY02.03 Consolidated Action Plan Application & Schedule
(n response to a question. Mr. Carroll said the NAHAS (Neighborhood & Affordable
Housing Advisory Board) reviewed the procedures for rating and scoring subrecipients'
applications by the TRC (Technical Review Committee) and the NAHABt as well as the time
involved in the process. The TRC and NAHAS will not be reviewing the subrecipient
applications. A new "Review Committee" is tentatively envisioned to have a member from the
NAHAS. some members from the TRC, and some other professionals to review applications.
Evaluations will be provided to the NAHAS at their April or May meeting. The NAHAS's
recommendations will be forwarded to the City Commission for approval at the first or second
Commission meeting in June. '
ITEM #7 - Quarterlv Reports
Mr. Carroll said the November and December subrecipient quarterly reportst along with
some October 2002 reports, have been received and distributed to the NAHAS for review.
rTEM #8 - Board Member Terms
Mr. Carroll said Members Graham and Jefferies' terms are expiring in April. Member
Jefferies has indicated he does not wish to be re.appointed. His position requires a person with
banking experience. Member Grahamts position requires someone with experience in the low
income-housing field. The NAHAB already has one vacant seat; therefore it is critical that these
three seats be filled in order to have a full board by May.
ITEM #9 - New Business
a. Economic Development & Housing Department - Annual Report
Mr. Carroll said staff had distributed the annual report on the Economic Development &
Housing Department.
ITEM #10 - Announcements
Ralph A. Emmanuelli, UNO Federation Community Services. Inc. a Hispanic Outreach
organization, requested information regarding how to request funds for his organization. Mr.
Carroll said this organization also is requesting downpayment assistance from the Housing pool
program. He said staff would review the request from this organization and if sufficient, it would
be forwarded to the City Manager's office as an amendment to their agreement. '
ITEM #11 - Adiournment (Next meeting April 8, 2003)
The Chair noted that the next meeting is scheduled for April 8, 2003.

, Mr. Carroll said a bus tour of subrecipient sites is scheduled for March 28, 2003.
Participants will receive copies of subrecipient applications in paper form and on computer
disks. The census data for 2000 also will be included.
