The Chair called the meeting to order at 10:28 a.m. at City Hall.
To provide continuity for research. items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes:
Trustee Jonson moved.to approve the minutes of the July 14, 2003, meeting, as
recorded and submitted in written summation by the City Clerk to each Trustee. The motion
was duly seconded and carried unanimously.
3 - Request for Acceptance into Membership:
Human Resources Director Joe Roseto presented the recommendation of the PAC
(Pension Advisory Commi'ttee) to approve membership for employees: Justin Lutz, Jesse
Combs, Jonathan Roberts, Gregory Anderson, Shante Dean, Monica Rodriguez, Dan McCue,
Kellie Ciotti, Ryan Brinson, Dennis Cason, Kent Reeves. Bryan Karnes, Randy Bodle, Robert
Palm, Casey Lawrence, David Bradford, Jr., Richard Baird, Norrise Shellman, Grant Nelson,
Cornelius Collins, Joshua Payne. Louis Anderson. Michelle Sheldon, Shari Lepper. Derek
Ferguson, Carrie Mehling, and Elizabeth Renfroe.
Trustee Hamilton moved to accept the recommendation of the Pension Advisory
Committee. The motion was duly seconded and carried unanimously. '
4 - Regular Pensions to be granted:

Mr. Roseto presented the recommendation of the Pension Advisory Committee that
Joseph P. Egger. Walter A. Yasensky. Wayne R. Meissner. Matthew Moore. Douglas J.
Wlasiuk, Carol A. Turcotte. and Charles E. Watson be granted regular pensions under
Sections 2.393 and 2.397 of the Employees' P~nsion Plan.
Joseph P. Egger, Police Officer. Police Department, was employed on August 17. 1983.
and his pension service credit is effective on that date. His pension will be effective September
1, 2003. Based on an average salary of approximately $46,470 per year over the past 5 years,

the formula for computing regular pensions. and Mr. Egger's selection of the 1000/0 Joint &
Survivor Annuity, this pension will be approximately $25,089 annually. '
Walter A. Yasensky. Firefighter. Fire Department. was employed on January 1, 1974,
and his pension service credit is effective on that date. His pension will be effective July 1,
2003. Based on an average salary of approximately $51.903 per year over the past 5 years,
the formula for computing regular pensions, and Mr. Yasenskis selection of the Joint &
Survivor Annuity, this pension will be approximately $42,039 annually.
Wayne R. Meissner. Police Captain, Police Department, was employed on December 8,
1969, and his pension service credit is effective on that date. His pension will be effective July
1, 2003. Based on an average salary of approximately $72,423 per year over the past 5 years.
the formula for computing regular pensions, and Mr. Meissner's selection of the 750/0 Joint &
Survivor Annuity, this pension will be approximately $67,426 annually.
Matthew Moore, Librarian, Library, was employed on August 17. 1983, and his pension
service credit is effective on that date. His pension will be effective March 1, 2004. Based on
an average salary of approximately $49,276 per year over the past 5 years, the formula for
computing regular pensions, and Mr. Moore's selection of ,the 100% Joint & Survivor Annuity,
this pension will be approximately $26,432 annually. '
Douglas J. Wlasiuk, Fleet Mechanic, Solid Waste/General Services, was employed on
April 17, 1978, and his pension service credit is effective on that date. His pension will be
effective July 1, 2003. Based on an average salary of approximately $38,439 per year over the
past 5 years, the formula for computing regular pensions, and Mr. Wlasiuk's selection of the '1 0
Year Certain & Life Annuity, this pension will be approximately $26,188 annu'ally.
Carol A. Turcotte, Property Supervisor, Police Department, was employed on ,
September 10, 1973, and her pension service credit is effective on that date. Her pension will
be effective October 1, 2003. Based on an average salary of approxImately $37,156 per 'year
over the past 5 years, the formula for computing regular pensions, and Ms. Turcotte's selection
of the 1000/0 Joint & Survivor Ann~ity, this pension will be approximately$30,321 annually.
Charles E. Watson, Recreation Programmer, Parks & Recreation Department, was
employed on September 6, 1978, and his pension service credit is effective on that date. His
pension will be effective November 1, 2003. Based on an average salary of approximately
$35.018 per year over the past 5 years. the formula for computing regular pensions, and Mr.
Watson's selection of the 1000/0 Joint & Survivor Annuity, this pension will be approximately
$24,222 annually.
The PAC approved these pensions on July 14,2003. Section 2.393(p) provides for
normal retirement eligibility when a participant has completed 20 years of credited service in a
type of employment described as "hazardous duty" and further specifically defines service as a
Police Officer, Firefighter, and Police Captain as meeting the hazardous duty criteria. Section
2.393(p) also provides for normal retirement eligibility when a participant has reached age 55
and completed 20 years of cr~dited service, has completed 30 years of credited servicet or has
reached age 65 and completed 10 years of credited service. Messrs. Yasensky, Meissner, and
Egger qualify under the hazardous duty criteria. Ms. Turcotte qualifies under the 30 years of
service criteria. Messrs. Moore, Wlasiuk, and Watson qualify' under the 20 years of service a!1d
age 55 criteria.

Advisory Committee, The motion was duly seconded and carried unanimously.
5 - Request to Vest Pension
,Glenn Perry, Parks Service Supervisor I, Parks & Recreation Department, was
employed by the City on August 29, 1973, and began participating in the Pension Plan on
March 1. 1974. Mr. Perry terminated City employment on May 2.2003. Mr. Perry would have
completed 30 years of service on March 1, 2004. His pension will be effective on April 1. 2004.
, The PAC approved this item on June 3,2003.
Trustee Gray moved to allow Glenn Perry to vest his pension under Sections 2.397 and
2.398 of ,the Employees' Pension Plan as approved by the Pension Advisory Committee. The
motion was duly seco'nded and carried unanimously.
