#1 Call to Ordcr - The Chair called the meeting to order at 8:00 a.m. at Municipal Services Building Parks &
Recreation Confercnce Room. '
To provide continuity for research, items are in agenda order nlthough not necessarily discussed in that order.
#2 Approval of T\-tinutcs of Octobcr 1. 2003 - Ms. France suggested changing wording in last sentence undcr New
Business to read "Staffwill contact the member. II It was moved and duly seconded to approvc the minutes as
corrected. The motion carricd unanimously.
#3 'Correspondcnce - T\1s. Francc distributed copics of hcr suggestions for Policics and Procedures that wcre sent via
email to members. ~ls. Curry also distributed copies ofhcr suggestions.
#4 Presentation bv Janis Smith. Neighborhood Services Manager - ~'1s. Smith outlined the scope ofNcighborhood
Serviccs, particularly in the areas of awarding grant monics for neighborhood beautification. \Vorkshops are scheduled
next week so that neighborhoods may understand how the new sign code impacts thdr applications for grants. There is
only $25.000 in grant monies availablc but more may be expected as the program progresses. Infonnation on the
process is availablc on thc city web site.
Upcoming cvents include ajoint confercnce with Clcan\-ater Neighborhood Coalition on February 28 at Community
Sports Complex, and Celebrate Clcan\'ater Neighborhoods Weck and Day March 29 through April 3, 2004.
Ms. Foote asked if there werc a way to combinc public and priyatc forces to have fundraising cvents similar to thc
Mayor's Beautification Award event in Tampa. Ms. Smith will investigatc.
]n rcsponse to a qucstion, Ms. Smith said the Beautification Committee could be involved in t11l: decision-making
proccss of awarqing grants.
#5 Old Business
a. Policics and Procedures Discussion - ~lembcrs decided to study handouts and bring their ideas to the
January 7. 2004. meeting.

#6 New Business -
a. Selection of Projects to be Reviewed - Members noted Mr. Chin ~'lrlier had distributed a plan for
beautification of the new Memorial Causeway. Mr. Chin said consultants will be asked to put together the
scope of work for beautification of the bridge, area underneath, medians. and rights of way toward Pier 60.
He is asking for three altemative plans, and will hold a public meeting to gather input. A Millennium Park
, would be incorporated into that project. 1110se plans also will be brought before the Beautification Committee
for input.
Ms. Curl}' noted 13 projects to be revicwcd. Shc suggested sctting up procedure for selection so that projects
may be revicwed no latcr than 600/0 into thci design proccss. '
Not on Agenda:
Mcmbcrs requested an update on the Glcn Oaks property for next mceting.
Mcmbers decided to elect new officers for the calcndar V~'lr 2004. Officers chosen unanimousl\' wcre Ms. Curry,

Chair, and Mr. Dadetto, Vice Chair. It was undcrstood that Ms. France, as Past Chair, could conduct meetings and
other business in the absence of Ms. Curry and Mr.,Oadctto. New officers ~ssumc duties January I, 2004.
Ms. France suggested bicycling become part of the city's idcntity to draw people downtown and to the Pinellas Trail.
Members concurred. Mr. Chin will forward her suggestion to Felicia Leonard, Bikcway-Pedway Coordinator.
Ms. Curry said it "'as difficult to find in-depth history/identity of Clearwater. It was suggested she contact Clearwater
Historical Society at the Plumb House.

It was decided to schedule upcoming programs as follows: Deccrnber, Alan Mayberry, City Forrestcr~ January '04,
work on Policies and Procedures~ and February '04, invite Terry Finch, Environmental Managcr.
'It was announced that thc Parks & Recrcation Board is holding a public mecting 6:30 p.rn: Monday, Novembcr 24, to
recommcnd names to City Commis5ionc~s for thc downto\\n pond. Membcrs wcre urged to attend.
