#1 Call to Order - The Chair called the mceting to order' at S: 12 a.m. at !\iunicipal Ser\'ices Building Parks &
Recreation Conference Room.
To pro\'ide continuity for research, items arc in agenda order although not nccessaril~' discussed in that
order.

#2 Approval of Minutes of September 3. 2003 -It was moved and duly seconded to approve the minutes as
submitted to members. The motion carried unanimously.
#3 Correspondence - None.
#4 Bicycle & Pedestrian Master Plan - Felicia Leonard. PedestrIan-Bicycle Coordinator-
Ms. Leonard said a master plan is being developed with help from a Task Force of Citizens who held their first
meeting in September. She outlined the component~ of the plan including community involvement, evaluation of
existing conditions, determining bicycling and walk'way needs, and developing an action plan. This action plan
would involve making a priority list, developing a funding strategy, recommending education and safety programs,
and rccommcnding policies. Members were invited to provide input at Task Force meetings the last Tuesday of each
month. Next meeting is October 28 at 7 p'.m. at the Long Center.
!\1cmhcrs also were invited to Trail Safety Day on October 4 at Cliff Stephens Park.
Ms. Foote suggesting including biking safety tips in utility bills inserts.
#5 Old Business '
, . a. Policies and Procedures Discussion - Members decided to 'york on suggestions and e-mail them to staff who
will circulate thcm to all members. Discussion will continue next meeting..
b. Long Center - Mr. Chin said the city takes over operation oCthe Long Center today. It is the desire to
rcvitalizc the facility. Some concerns are the conditions of air conditioning. pool, fitness equipment, and pla)'~ound.

Ms. Curry asked if the Neighborhood Coalition would still be allowed to meet there. Staff will investigate.

than signage. Janis Smiih, Neighborhood Services Manager, will be invited ,to spcak to the committee 'reg~rding
those, grants. '
