Mr. Smith agreed that ihere should be an ordir�ance requiring the removal of al! pepper tre�s on
new de�eiopments. Chair asked,for a motion ta recommend the Planning Department and City
Manager revis� ihe current code, to strongly suggest to the Commissian that they look into
revlsing th� xoning to include remnval of noxious trees as part of #he I�r�dscapir�g.

Gina Clayton from Pla�ning ann�unced a Public Workshop at the Harborview an, Fe�f�uary 11'h
from 4 to 7 p.m. It wilE be a warkshop type atmosphere f4r disc�ssfon of different Community

1TEM #7 -- PotablelReclaimed Water
Andy Neff presented an update an reclaim�d water and patable water. The most rece�i activity
is that.we have received grant funding from SWFWMD for Harbor Oaks, our subdivisian project,
in t�e arnoun# of 1.3 mi�lian. Funding has also been requested for the nexk project, the 5evill�
area, which wil� afso ir�ciude a small segment that wi!! serve th� o1d Clearwater Harbor area,
Andy Neff inentioned that they would be speaking at th� next hameowners assocfakion meeting
Qn February 25`" tp introduce the praject to the cammunity and inform them of what wilR be
happening in the future. He added that per�aps it would be a gaod id�a ta give ar� update as to
the Master Plan for reclaimed water. .
The pota�le water plant projec# is progressing; it is about 5a% deslgned. The cancept is that we
can increase the locaf production from our wells �p to about 2 additianai millfon galfons a day and
to produce it cheap�r than what we are buying it far. We currently prad�ce about 3 million gallons
a day. The Cammission has appraved everything uP to date on the project. Within the next few
weeks bids #rom khe equipment vendors will b� reviewed .A selection will �e made and it wil[ be
preser�ted ta the� Commission around March � 0'h: The cnnstruction partion wi11 fo�low in May.
Mr.� David Rhame inquired Ef any of the four vendors cansidered have supplied equipmer�t to
Dunedin, and are some of the designs simi�ar to wf�at th�y have khere? �

Mr. 5fow�ll expressed concern about the amount of reclaimed wa#er that is being put {nto Tam�a
Bay and 5tevenson Creek. He aslced if we wil� ever reach a point where there wan't b� any
reclafined water gaing fnto our wakars. H� Fe�1s ihat if we put more areas or� line. ik would
decrease the amount af waker going into #he bay.
Mr. Neff stated that we are appro�ching reclaimed water in three d{iferent phases. Rlght now we
are in the disposal s#age. T�Ze cancepi is we want people tn use it. We wifl get to a point where

people we will be using it and we are gaing ko run aut duri�g dry weather, Then we wiil ne�d to
� Toak at some farm of restrictfon; next we will have to go into seasonal storage. There are oih�r
methods to conkrol use ofher than m�terir�g, such as d�signating days to us� it and instaqf ng
�� valves that can �e turned on a�d off. .

° ' Mr. Neff introduced Dave Sickler from the Wastewater Coll�ction DIvision in Publfc Utilities. lVlr.
Sickler provided a s�ide presentation on the wastewater collectio� system. Th� U�ited Statos
� � Environmental Protection agency has developed a program to maintain fhe system tf�at is caCled
.� Capacity Maintenance Operation and Management, b�#ter know as CMaM, as a too! for best
' managemer�t practices of permittEn� collection systems. In 1998 the United States
. E�vironmental Prot�ction Ag�ncy invi#ed the City of Ciearwater and other municipa�iti�s to
perform the �olu�tary self-audit of it's collection system: The results of this self-audit nave been
� us�d to deve�op the elemenks of a road map in t�is presentation. Sev�ra! methods are�used to
� examine the syskeir�; ma�hole inspections, line i�spection�, smake testir�g lnspections, and purnp
station inspections. The results, of the self-audit .have been used #o ideniify annua) program

DiMaggfa Sports Compl�x. Concerns ralsed were b�sically about the initial discussion regarding
the Phiiliies' locati�n at th� site off Drew Street. T��re was concern about the e��viranmental
conditions �at khe site, and now that moving tt�e Phi�lles to a different site is be(ng cansid�red the
question was raised as to what would becom� of the Joe DiMaggfa Issu�s that had bec;n
identified,

Mr. Miller �tafed khat tne overall issuo with ihe site off Drew 5treet is that it was formerly a landfill
in the City of Glearwater. Th� tests p�rformed at that site basicaliy did not indicate that there was
any hazardous materiaE in the landfill. lt is strictly a solid waske issu�. I# is proteck�d and
contain�d on that site. We are addressing a number of ths drafnage iss�es and we are in the
process of �nishing the design. We will be getking back with the commur�ity for them to review
the design. We �a�e th� proj�ct fully fund�d and are ready to start construction far draining
improvement. Some of the lask analyses were done fo determir�e if there wi�l be any slnki�ole
activity ti�at wauld b� aggravated by the construction.
Mr. Dunbar stated that after deciding not to construct at thES lac�tion, we had been engaged with
ihe Department of Environmental Prakectian and ff�ey still �ad twa concerns. The �rst, nad to
deal witf� groun� water runoff and we will �e insta�li�g s�veral perimeter-monitoring wells ta
check that. Th�ir second concern had to deal witi� methane gas and how It woulc# affect a
�ullding. It s�ems wi�en 5t. Petersburg erected the field house they cfid not get the required
a�p�ovafs, sa th�r� is no history. We don't have validation that landfilE was remo�ed, ther�tore,
DEP would ifk� to see mefhane monitoring of the �e1d house. That is the respansibility o# #he
coflege because we are only rentir�g trom the calEege, W� hav� a four-ye�r lease with the
college to operate the field house as a recreation center t�at commenced in October of 200Q. .
We are going foNVard with having some monitoring done �ecause our concerr� is for our
�'�"� employe� safety as well as any cltlzens that participate.

Mr. Stowell stat�d he heard ai a meeting that SPJC was giving this land ka ihe City at no cast,
because it required c�eaning.. He wanted to knaw if DEP is going to require us to clean it,
Mr. Dunbar siat�d a!1 DEP is requiring us to do are ihe we!!s and express�d ihat th�re was no
concern because the college had besn laoking ak g�tting out of the ath�etic �eld, and the City had
taken over the mafntenance of that area about 5 years prior.
� Mr. Stoweil comment�d that whlle walking. through the Friendly Village of Kapak, he ran into Mr.
�� Dunbar who showed hlm som� af the outstanding wnrk thak was dan� fn tr�e prokectian at Eddie
C. Moore Complex. Mr. Dunbar explained that h� wark�d with Ala� Mayberry ta da sorne
. extensi�e tree protection in order to save shade trees. Mr. Stowell feels khey did an outsfa�ding
jot� and shnuld be commended. The park would not be t�e s�me iF it did not have the shade

Mr. Dunbar explair�ed the new technology that Alan used w�iich consists af a grid system thai
goes underneakh�the sidewalks and a{lows axyg�n and water fo reach th� roats.
