Pinellas Suncoast Tra�sit Authority jPSTA} has requested an amendmenx to
th�e Clearwater powntown Redeveiopment P�an to allow t�iQ construction of a bus
terminal. The prapnsed Cocation is on a City block of approximately 3.4 acres
baunded by Gresnwood Averiue on tho east, Booth Avenue on the west, Gra�e
Avenue an the north and Laura street on the sauth. PSTA proposes this b�s
terminal to replace the existing terminal lacated at the nort�west oorner of PiQrce '
Street and Garden Avenue. A bus t�rmin�l is defined as a publfic transpo�tatforr ,
facility that requires a PubliclGo�ernmental use category in the Redevelapment Plan.

The Redevelopment Plan was adopted in � 995 and established iiv� d�strfcts
nf the redevelopment area, designated land use categories for all property.within the
redevelopment area, praposed catalyst projects to IQVerage private investmerst and
prescribed ti�e ger�aral goals for downtown rede�elopment. The pr�posed bus
termin�l location is �nconsistent witn all oi the major olsments of the Reclevefopment
Plan �or these reasons: 1 j The proposed location is central to an existing and
ptanned residentiat neighbarhaad anc� a aus terminal wi�l intrude into t�ris
r�eighbarhood with traffic, noise, pollutfan, and expected sscar�dary impacts such as
crime; 2} the characteristics of the terminal wauld diseourage new resfdential
develo�iment anrl eliminate a major residontial block from redevelopment. A
townhouse project under construction within a black from the propased site and the
pro�osed Ba1lc townhouse develapment around town pond�is two blacks ta the
south. Introducing a commercial uss with negative operational characteristics is ,
inconsistent with this residential area; 3i the proposed lacation is not conveniently
located for major employers and their customers would iikely result in a longer walk
for passengers or additianal transfers. Tha distant �peripheral iacation da�s nat
prarnote the expanded �s� of tra�sit far new customers or encourage the linkages
between dawntown, the beach� and ath�r parts af the City. The ability ta link �
downtown activities and dow�town parking #or transfer to th� beach is elimi�ated
through tfi�is distant iocation; and �} #he Rede�efapment 1'lan anticipates public
investment to lever�ge private invastment, While PSTA proposes a nsw terminaf
and a co-location with Gr�yhound Bus Lines, the c�aice of location creates mare
disincentives than tne positive circumstances of #he new facility. �
•The Community Development Board {CDS} heard this request at #heir public .
hearing af Octaber �17, 2000. Substantial pubiic testimony fr�m residents and
pr�perty owners in flpposition to tho propasea amendment was heard. There were
no speakers in fauor of the propnsal. Reaso�s for the opposition ta the terminal
includeci ti�e potentiaf decline in property values, a decGine in the quality of life tor
residents, the noise and pollution and their effect an children at a naarby school, the
potential crime �ssociatec� with the terininai's clase proximity to residents,�and
inconsistency of the proposed use with the Redeveiopment Plan. The CDB
unanirnously recommended denial of the proposed amendme�t. In a relatad action
at tne same meeti�g, ihe CDB reviewed the flexibls site plar� far the terminal and
denied it, The CDB's cfecision on the site plan is final unless the PSTA requests an
ap�eal which woulci be� heard �y a hearing officer hired through the Department af
Administrativa Hearings,
Planning Director. Ra1ph Stone said at the November 13,.200�, meeting, the
Community RedQ�e�opment Agoncy ICRA1 de�erred actian an the PS'T'A's raquest to
amerid the Clearwater powntawn Rede�elapment Pla�r far constru�tion of a ne�
bus terminel. Th�e C�A's deferred actian was to provide st�ff ths opportc�nity to
ide�tify potential alternative sites far,a terminal. Planning Department staff
�dentified four potential sites: 1 i the existi�g PSTA site which inciudes Caunty
parking lot; 2) site at Cleveland Street between North Ever�reen Avenue and
HiAcrest Avenue; 31 site between Cleveland Street, Park Street, San Remo Avenue,
a�d Hillcrest Aver��e; ar�d 4i si#e on Gulf-to-Bay Boute�ard, Highlar�d Avenue� and

. _ Alan Zimmett, PSTA repr�sentati�e. said the downtow� pla�n recognized a
need far an impraved terminal in downtown. T�� proposed site works weli from an
o�erational standpoint. The Laura street site is near PSTA's bus routes that
converge in#o downtown. PSTA worked on the Park 5treet site far o�er twa years
and found it unacceptable for two reasons: 1 i the Caunty owns the.property and
has advised PSTA under their band cavenants tha# they cannat convey it to PSTA;
and 2} the County has repeatedly in�ormed PSTA they wauld not give up the rights
ta their �rop�rty.
Joel Tew, representative for prop�rty owners in the area, presented
recommsndatiohs against the propased site.' He suggested denial of the �fan �
amendment ta allow negotiations o� the current or alternative sites to go farward.
His clients feel the subject site is not cornpatible with the residential devalopment in
the area. He said this proposal wauld require a complete re-write of tt�e 1995
downtown redeve#apment plan. ,
Robert Pergolizzi, PSTA represe�tative, said the existing PS7A site is too �
smal� for a new bus terminal. The subject site is the best loaation as most of
PSTA's rautes pass ciirectly by or near the s�te. He said the �rea is a mixed use
area wi�h some residentia! on the narth side o# Drew Street. PSTA is fostering the
multimodal goa! by providing �ccess ta major corridors.
