The Chair called the meeting to order at 2:00 p.m. at the Municipal Services
,Bui!ding.
To provide continuity for research, items are in agenda order although not necessariJy
discussed In that order.
ITEM #A - Approval of Minutes - September 13. 2000
Member Corcoran moved to approve the minutes of the regular meeting of
September 13, 2000, as recorded and submitted in written summation to each board
member. The motion was duly seconded and carried unanimously.

ITEM HC - New Requests
1} 534 Ke'{stone Avenue. William O. Bamis, Jr. & Faye Papadimitriou, owners. Request
time extension to allow time to make repairs or sell the property. Legal: Longview Sub N
60 ft of lots 35 & 36. Parcel #14-29~15-52938-000-0360
William Bamis, Jr., owner, said his upstairs tenants complained to the Fire
Department that the fuse box in the unit was Itsparking". As the problem occurred over
the weekend and he was, unable to get an electrician to check the problem, Mr. Bamis said
an electrician checked the unit the following Monday. The tenants had installed an air
conditioning unit without his permission and felt that may have affected the fuse box. He
said when Chief Daniels found other violations he contacted Building Inspector Bill Wright.
. Mr. Bamis placed all the tenants in a motel until the repairs are made or the property is
sold. He plans to sell the property by the end of the month. In response to a question, Mr.
Bamis said he had attempted to make repairs but the building and wiring is old and is not
. designed for modern appliances. He felt if he is expected to conform to current Code, the
City also should make all the building owners in the area conform. In response to a
question, Building Inspector Bill Wright said the building has been cited as unsafe and other
problems exist in addition to the electrical violations such as stairwells with no rails. He'
said all three units in the building were running off a 40-amp service. In response to a

question, Mr. Bamis said he felt 90 days is sufficient,torepair or sell the property. In, ,
response to a question, Mr. Wright said staff generally discovers building viohitions when
complaints ar~ received.
Member Walker moved to grant a 50.day extension to complete repairs required to
bring the building up' to millimum building standards as specified in the City Code of
Ordinances to the structure at 534 S. Keystone Avenue. The motion was duly seconded
and carried unanimously'.
2) 915 Yz Turner Street. Jennifer Caroenter Owner Mike Whalev. Representative. Request
, time to have drawings completed and get permits to start work. Legal: Magnolia Park, Blk
234, Lot 8. Parcel: #15-29-15-54450-023-0080
Michael Whaley. representative for Jennifer Carpenter, said Ms. Carpenter
purchased the property in May 2000. The two-story garage apartment is uninhabitable.
Ms. Carpenter Intended to demolish and rebuild the building but present Code will not allow
it. She is now in the process of renovating the structure. In response to a question, Mr.

Whaley said he did not realize the extent of the reno~ations needed and requested 60 days
to obtain permits and begin the renovations. In response to a question, Mr. Wright said
normally 10 days is sufficient to obtain permits. Mr. Whaley said due to the holidays, he.
felt the project would take 120 days to complete. Mr. Wright said a permit is good for 30
, days. If work is completed iI, a timely manner, the permit can be extended for another 30
days.
('~\J~ One resident said she owns the income property near the subject property and has
''If!.>'''' no objection to the renovations, as it is currently an eyesore.
Member Corcoran moved to grant a 45-day extension to provide time for the
applicant to obtain permits and begin rehabilitation of property at 915 Y2 Turner Street.
The motion was dUly seconded and carried unanimously.
