The Chair called the meeting to order at 2:00 p.m. at the Municipal Services Building.
To provide continuity for research, Items are In agonda order although not necessarily

ITEM #A - Almroval of Minutes
Member Nail moved to approve the minutes of the regular meeting of July 12, 2000, as
,recorded and submitted in written summation to each board member. The motion was duly
seconded and carried unanimously.

1) 501 North Madison Avenue. Clearwater: Bank of America. Owner: Mark H Kimball.
Representativo. Request planned demolition of building be stopped. Legal description: Country

On June 15, 2000, the City cited the building at 501 North Madison Avenue as an
unsafe structure. Problems associated with the structure relate to unsecured windows,
exposed elements on water heater, broken glass, peeling siding on building, improper wiring
and open wires, deteriorated and drooping ceiling, falling ceiling plaster, leaking roof,
deteriorated floor and floor coverings, termite damage to floors and threshold, blocked exit
door, holes in wall, deteriorated kitchen cabinets, deterioration of roof system including
decking, studding, and framing, deteriorated porch decking, walls, and archway, dry rot on
framing and walls, deteriorated plaster, wire into fireplace, peeling paint, and soft spot in floor.
Build1ng construction Inspector Bill Wright distributed photograph sheets from the
Unsafe Structure Report dated June 15, 2000. Representative Mark Kimball said Bank of
, America had contracted him to sell this foreclosed property. He said a recent offer had fallen
through. He said potential buyers are aware of Gity Code requirements. He requested enough
time to close on the property and make necessary repairs. Concern was expressed the 75-
year-old structure is too damaged to restore. Mr. Wright opposed the property remaining in its

, concern regarding City liability. Discussion ensued regardIng time extensions.
Membor Shah moved to approve a 46-day extension that runs with the land to obtain
necessary permits, plus an additional gO-days for the completion of necessary repairs to the
structure at 501 North Madison Avenue to meet Section 47 .161 City Code of Ordinances
regarding unsafe buildings. The motion was duly seconded and carried unanimously.

On June 28, 2000, the City cited the building at 1505 South Belcher Road as an unsafe
structure. Problems associated with the structure relate to unsecured middle roll-up door,
opened light panels, deteriorated fascia, subfascia, and wood beams, roof damage on canopy,
destroyed fixtures, electrical, shelving,' and cooler, open electrical boxes, trash and debris
throughout building, burned bicycle in bathroom, unsecured burned bathroom door, broken door
lock. collapsed ceiling tile in rest room, missing sink parks, unsanitary conditions, destroyed
interior and ceiling. Mr. Wright distributed photograph sheets from the Unsafe Structure
Reports dated June 28, 2000.
John Jones, Exxon Mobil representative, said a pre-bid meeting had been held regarding
the demolition of the buildIng and removal of the gasoline tanks, sub floor, underground lifts,
islands, and canopy. He anticipated it would take a week to award the bid after bids are
received on September 19, 2000. He said the asbestos report indicates no associated
problems. Mr. Wright said the building is secured.
Member Corcoran moved to approve a 75-day extension to obtain permits and complete
the demolition of the property at 1 505 South Belcher Road to meet Section 47.161 City Code
of Ordinances regarding unsafe buildings. The motion was duly seconded and carried
unanimously.
