ITEM 1 - Address Issues of expansion of marine facilities in coniunction with the
redevelopment of the Bavfront.
The Chair stated that the board discussed this a few years ago, most'
recently February 11, 1999, regarding boat slips, Pierce 100 area and referred to
the old city marina. There is a picture in the lobby of the Florida Power Offices on
Cleveland and in the courthouse. The board recommended a marina on the bayfront
and funding for a pier.
A member stated that he was not on board at that time and needed to have
some background information on the discussion. The members were provided with
back copies of meetings and the May 1 998 minutes were referred to for issues that
came up at the time. One of the, issues was dredging and intercoastal set~ack. The
discussion was not continued in the months following. Probably new city manager
came on board and started working on other projects.
It was stated that the board should revisit their recommendation on
preferences of what should be done with the bayfront. It was felt that there is
sufficient parking. Dredging would disturb existing Seagrass beds. A reasonably
inexpensive alternative would be to add day docks for events at Coachman Park.
There is a limit for new docks that would keep us below the requirements triggering
environmental regulations, which is 9 slips or fewer, also they can't be used for
. overnight dockage. These slips would not be enough to bring in revenue for the
city.

A suggestion was m'ade to take relevant excerpts from previous mInutes
regardhig what the board recommended and sent It In letterform to OeGuardlola
Development Inc. and to let him know the board's concerns and that they do want
to make sure that the development Is marine oriented. They are concerned regarding
, the dredging and the retention of the old bridge (made into a lower deck). They
proposed to make a checklist of items they would like 'to see done.
Mr. Morris to ask developer to come to one of their regular meetings. ,
Com!'Tlissioner Clark commented that it sounded like the board was talking about
two different projects, fishing pier is part of the bridge project and OeGuardiola is
only involved with the bayfront development. The alignment of the new bridge is
going right over the footprint of the 1920 bridge. The existing fishing pier will be,
gone. Commissioner Crark suggested that the boar~ send it's letter of concerns to
him and he will forward it to the developer.
Does the board feel that there should be commercial activity out of the
,proposed new marina? Some members said yes, but limited, some not sure. Some'
members were looking at the Drew Street dock as a base. '

, . Board needs to send recommendations to commission and include a checklist
of "nice to have" it'ems. Maybe one page listing their ideas, re: marine facilities,
etc. (look back to earlier minutes.) Highly critical not to remove old bridge until a
complete plan is in place. Mr. Morris suggested that they incorporate their ideas in
the letter to the developer but also send a separate letter to the developer and to
Mr. Roberto as an additional concern that they don't want to see the old bridge
destroyed until it has time to be incorporated in the bluff development. It was
suggested that they present to OeGuardiola that this is a viable plan and also to
invite him to a meeting. Mr. Morris will invite one of the city engineers to the March
meeting. Mr. Morris will keep the board updated as to the bridge progress. '
