Member Carroza moved to approve the minutes of the regular.meeting of
February 10, 1998, as recorded and submitted in written summation to each board
member. The motion was duly seconded and carried unanimously.
ITEM #3 - Presentation - Proposed changes to Civil Service Rules & Regulations
Human Resources Manager Cynthia Davis-Gryce indicated staff had
distributed copies of draft changes to Civil Service Rules & Regulations which
update language and processes that facilitate hiring and other needs. In reference
to her June 9, 1998, memorandum, Ms. Davis-Gryce reviewed the listed changes
under consideration.
In response to a question regarding Rule #16, now Rule #15. which shortens
from 6 months to 3 months the time resignations can be withdrawn and eligibility
retained for reemployment lists, Intern Steve Szep stated employees who resign
voluntarily, should realize they cannot return. In response to a question, Assistant
City Attorney Leslie Dougall-Sides said the City cannot reemploy former employees
who are receiving City retirement benefits but can contract with them for services.

Ms. Davis-Gryce reported staff has incorporated the FMLA (Family Medical'
Leave Act) language into the draft. Another change expands the wellness program.
She discussed the review process outlined in the memorandum. The draft also will
be reviewed by the Human Resources Department, union representatives, other City

In reference to Rule #7, now Rule #8, it was recommended applicants on

, score is an important qualifier. Mr. Szap said employees who do not score high may
have other valuable qualifications such as experience. Staff is working to streamline,
the hiring process.

It was' recommended it be mandatory to post all job vacancies in each
. department. Special Assistant to the City Manager ,Paul O'Rourke said that would
be difficult to accomplish. Staff has access to the job line and home page which list
all'job openings. In response to a concern, Ms. Davis-Gryce said all job openings are
. .' 'Usted. After the draft changes are approved,' the Human Resources Department will
make presentations to all depart'ments regarding benefits, changes in policy, work
issues, Human Resources . policy, etc.' It was suggested a reminder indicating job
. openings are available electronically be printed quarterly in the employee newsletter.
